July 28, 1998 <br /> <br />Purpose and Need: <br /> <br />This second year of the grant, will allow the Narcotics Unit of the <br />Portsmouth Police Department to acq u/re intelligence-gathering, data <br />processing, and officer-safety equipment, provide specialized tactical <br />training to narcotics officers, and also pay for data entry and <br />logistical support. <br /> <br />Financial Impact: <br /> <br />· The match requirement of 10%, or $5,447, has already been identified <br /> from the Police Department's budget. <br /> <br />Virginia Department of Criminal Justice Services $ 49,019 (90%) <br />Local Match 5~447 (10%) <br /> <br />Total $ 54,466 <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to <br />transfer $54,466 from the Grants Contingency Fund for the second year <br />operation of the IDEA Drug and Organized Crime Grant, and was adopted <br />by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Robinett, Whitehurst~ Holley <br />Nays: None <br /> <br />98-186 Boards and Commissions <br /> <br />· There were no appointments. <br /> <br />98-187 Items Submitted by Council Members <br /> <br />· Mr. Benn spoke to the Commissioning of the Harry S. Truman. <br /> <br />· Mr. Whitehurst encouraged members of Council to attend the <br /> National Night Out Ceremony on August 4, 1998. <br /> <br />98-188 Non-Agenda Speakers <br /> <br />1. Cecilia High, 1301 Green Street, spoke regarding management of the <br /> Washington Park housing development. <br /> <br />Vice Mayor Griffin referred to the City Manager to follow-up with <br />PRHA on repairman only coming out on Fridays and then not <br />being able to address the problem, which was known in advance. <br /> <br />2. Helen Person, 1314 Green Street, spoke regarding management of <br /> Washington Park housing development. <br /> <br />Betty Ashby, 331 Hatton Street, spoke in opposition to rebuilding of <br />the apartment complex at 304 Hatton Street that was destroyed by <br />fire. <br /> <br />Mayor asked the management team to SwiftlY investigate the <br />reconstruction of the building. <br /> <br />Mr. Whitehurst asked if management could come up with a list of <br />properties that have generated a certain number of calls to "911" <br />for citizen complaints/concerns so that the City may begin to <br />address them. <br /> <br />4.2,7 <br /> <br /> <br />
