<br /> At a regular meeting of the City Council, held on September 26, at 4:00 P.M., there were
<br />present:
<br />
<br /> R. Irvine Smith, Jack P. Barnes~ George D. Eastes, Burretl R. Johnson, L. L. Knight, W. T. Leafy,
<br /> A. P. Johnson, Jr., City Manager, M. A. Korb, Jr., City Attorney, and R. D. Ottavio, City Auditor.
<br />
<br /> The meeting was opened with prayer by Rev. R. H. Eason, pastor, Park View Methodist Church.
<br />
<br /> 67-279 - The public hearing on zoning changes scheduled for this date will be held on October 10, 1967.
<br />The following reports from the City Manager were read:
<br /> 67-280 - "I submit the attached ordinance and recommend it be placed on firnt.re~ding.
<br /> This appropriates $200,000 to lend to the Por-tsmouth Port and Industrial Commission. This
<br />covers payments on the Paceco Crane, the switch engine and the warehouse."
<br />
<br /> On motion of Mr. Barnes, the folloeing ordinance, was approved on first reading, without dissenting
<br />vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $200,000.00 FROM THE GENERAL CAPITAL I~PROVEMENT FUND FOR A
<br />TEMPORARY LOAN TO THE PORTS~{OUTH PORT ;G~D INDUSTRIAL CO~{~ISSION."
<br />
<br />67-281 - "I submit the attached ordinance and recommendit be placed on first reading.
<br /> This appropriates $I4,700 for the purchase of property in Pinners Point, as follows:
<br /> 1/2 interest in three (5) lots #43, #61 , and #65 on Pinners Avenue.
<br /> 120 - 122 Pinners Avenue.
<br /> 202 Carolina Avenue.
<br /> This property is to be used in the development of the new Marine Terminal."
<br />
<br /> On motion of Mr. Johnson, the following ordinance was approved on first reading, without dissenting
<br />vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $14,700.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE
<br />PURCHASE OF PROPERTY AT 120 AND 122 PINNERS AVENUE, 202 CAROLINA AVEN[~, AND ONE-HALF INTEREST
<br />IN LOTS 45, 61 AND 63 PIN~ERS AVHNUE"
<br />
<br /> 67-282 - "I submit the attached ordinance and recommend it be placed on first reading.
<br /> This closes North Street between Williamsburg Avenue and the center of Scotts Creek.
<br />This closing has been requested by the Elks Club and has been approved by the Plarming Colamission.
<br /> Attached hereto, is a copy of the report of the viewers."

<br /> On motion of Mr. Lear),, the following ordinance was approved on first reading, without dissenting
<br />vote:
<br />
<br />"AN ORDINANC~ TO CLOSE A PORTION OF NORTH STREET"
<br />
<br /> 67-283 - "I submit the attached resolution and recommend its adoption.
<br /> This authorizes the City Manager to submit an application to the State Water Control
<br />Board for a Federal grant for sewer construciion.
<br /> This grant i~ for $81,000 and would go toward the construction of a new 50" sewer force
<br />main on Turnpike Road between Scott Street and Jamestown Avenue. The sewer system would be installed to
<br />divide the City's sewer system into an East and West system. According to the Sewage Treatment Plant,
<br />this construction is necessary/ due to the increase size of our sewage system and the planned additions
<br />to be made."
<br />
<br />On motion of Mr. Knight, the following resolution was unanimously adopted:
<br />
<br /> '~JHERHAS, the Department of Health, Education and Welfare is authorized under the Federal Water
<br />Pollution Control Act to make grants to municipalities for the construction of sewerage treatment
<br />works, and
<br /> WHEREAS, it is necessary for the Cityc;of Portsmouth to expand its sewerage system.
<br /> NOW, THERHFOP~, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that:
<br /> (1) Aubrey P. Johnson, Jr., City Manager, is authorized to submit and sign an application,
<br /> and all subsequent documents, to the Department of Health, Education and Welfare pursuant to the
<br /> ~rovisions of the Federal Water Pollution Control Act requesting a grant of ~81,000.00 to be used
<br /> to construct an extension of its sewerage system.
<br /> [2) The City of Portsmouth will pay the remaining cost of the project if the request is approved.
<br /> [5) The City of Portsmouth will provide;~proper and efficient operation and maintenance of the
<br /> approved project after completion of construction thereof.
<br /> [4) The City of Portsmouth will comply with the requirements of Executive Order 11246, pertaining
<br /> to equal employment opportunity in federally assisted construction contracts."
<br />
<br /> 67-284 - "I recommend that I be authorized to transfer property on Cherokee Road titled in the name of
<br />the City of Portsmouth to the Portsmouth School Board.
<br /> This is being requested in order that they can exchange p~operty to straighten their
<br />property line on the Elmhurst Lane school site."
<br />
<br />Motion of Mr~ Eastes to concur in the ~anage~'s recommendation was adopted, without dissenting vote.
<br />
<br /> 67-285 - "The Board of Supervisors of Nansemond County is seeking a location for a new fire station,
<br />in the vicinity of the intersection of Route #604 and ~640, in the Chuckatuck District, west of
<br />Suffolk.
<br /> They are interested in a parcel of property in the northwestern corner of this road, in
<br />a section adjacent ~e the Lee Jordan Club House, which is owned by the Portsmouth Water Department. The
<br />Director of Public Utilities advises me that this will not affect the operation of the Water Department.
<br /> I recommend this property be sold to the County of Nansemond~ ~ith a clause in the deed,
<br />specifying the property will revert to the City of Portsmouth if it is not ~equired for ~ublic use by
<br />Nansemond County."
