Eastes, the ordinance was adopted, and by the following vote: <br /> Ayes: Smith, Eastes, Johnson, King, Knight, Leery <br /> Nays: Non'e <br /> <br /> 67-297 - The following ordinance, approved on first reading at last meeting, was taken <br />up and read: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $108,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR A <br /> TEMPORARY LOAN TO THE PORTSMOUTH PORT AND INDUSTRIAL COMMISSION." <br /> <br />On motion of Mr. Knight, the ordinance was adopted, and by the following vote: <br /> Ayes: Smith, Eastes, Johnson, King, Knight, Leafy <br /> Nays: None <br /> <br />-NEW BUSINESS- <br /> <br /> 67-512- The following letter from the West Side Civic League was read: <br /> <br /> "On April 27, 1967, this league wrote to you conceilting, the dilapidated condition of the <br />"Westhaven Recreation Building," with pictures showing these conditions. <br /> This letter was read~ at your regular meeting, and you decided the matter would be taken up <br />in conference. To date no reply has been received by this league, nor has any noticeable <br />improvements been made to the building. <br /> IT would he appreciated if you would let this league kno~ whether or not you reached a <br />decision coneerning the disposition of this building." <br /> <br /> Motion of Mr. Hastes to receive as information and to ai~k the Recreation Department for <br />a recommendation at the meeting of City Council on November 14, was.adopted, without dissenting <br />vote. <br /> <br />67-S15 - The following letter from the Director of Planning was read: <br /> <br /> "At its regular monthly meeting on October 10, 1967, the City Planning Commission resolved <br />to declare as surplus and recommend disposal of the following tract of municipal property: <br /> Land approximating five acres in area on the north side of GreenwoodJDrive roughly 700 <br />feet east of th~ Interstate 264 overpass bridge; formerly used by the City of Portsmouth aa <br />a refuse land fill area. <br /> The City Planning Commission further recommends that the above described property be sold <br />subject to a covenant which shall require the purchaser to re-convey, free of cost to <br />the City, at such time as it may become necessary, so mffcko6f:%he above described property as <br />may be necessary fort he proposed Interstate 264 interchange at Greenwood Drive." <br /> <br /> Motion of Mr. Knight to consider the recommendation in conference was adopted, without dissenting <br />vote. <br /> <br />67-514 - The following letter from Mrs. R. T. Diggs was read: <br /> <br /> "As residents of and citizens of the City of Portsmouth, being on the South side of Harris Road <br />in Cradock between Nicholson Street and Reid Street petition the City Council for relief from the <br />drainage problem created by raising the level of the land to the rear of our property. <br /> We respectfully request the City Council to take the necessary steps to cause the property <br />to the rear of our houses to be lowered and to cause the party or parties responsible for <br />the drainage condition to have their said land surveyed and staked and to provide ditching for <br />proper drainage to the rear of our properties which would empty into Paradise Creek. <br /> We ask that the City Council take immediate action on this request to reduce the present <br />drainage being caused on our land and to prevent further drainage and damages to our homes." <br />Signed - Rossie T. Diggs and others <br /> <br /> Motion of Mr. King to refer to the City Manager for a report back to the Council, was <br />adopted, without dissenting vote. <br /> <br />67-515 - The following letter from Solomon J. Carey was read: <br /> <br /> "It was noted with interest that on October 17 54r. David I. Levine made a presentation to the <br />Chamber of Commerce Urban Renewal Committee which offers what appears to be a very sound proposal <br />for improving housing as well as the establishment of a training program in skilled and semi-skilled <br />building trades for the city. <br /> Mr. Levine is to be commended for hi's forthright approach where, of his o~u~ volition, he proposes <br />a program which will spare Portsmouth the embarrassment of our neighboring city's Rosemont Project. <br /> Because imp}ementation of the plan offered can achieve so much in providing jobs~ training, and <br />development of a sense of dignity to so many unemployed and presently unemployable at such little <br />cost to the City, it is requested that you give every consideration to its adoption as soon as <br />possible." <br /> <br /> <br />
