k <br /> <br />October 24, 1967 <br /> <br /> 67-307 - "I submit the2attached ordinance and reco~nend it be placed on first reading. <br /> This appropriates $2,300.00 for the Coast Gumrd Llghtsb£p Museum. These funds <br />are needed by the museum to purchase various items requested in their original budget for <br />the fiscal year 1967-1968. <br /> At a conference with the board members, they had requested $S,554 additional appropriation, <br />but we hake been able to work out other items ~equested by the Board and they will need only the <br />$2,500 during this fiscal year." <br /> <br /> On motion of Mr. King, the following ordinance was placed on first reading without dissenting <br />vote: <br /> <br /> "AN ORDIN;~NCE TO ~PROPRIATE $2,300.00 FROM THE. G~NEP~L FUND FOR THE PURCHASE OF MATERI;~LS ~/ <br /> ~ SUPPLIES FOR TME PORTSMOLrrH COAST GUARD ~JSEUM." <br /> <br /> 67-5a8 - t'I submit thezattached resolution and recommen~ its adoption. <br /> This is a Declaration of Policy, by the C~ty Council, of what it proposes to do <br />to further develop the Workable Program for community improvement, in the city. <br /> This resolution along with various statis-tical data, pertaining to our Code <br />Enforcement Program, must be submitted to the Department of HDuging and Urban Development in order <br />that the City of Portsmouth can be recertified to part~cipate tn the various Federal programs." <br /> <br /> On motion of Mr. Knight, the following resolution was adopted, with the following change: <br /> Paragraph 2, third line to read 'United States of America' rather than 'Uncle Sam'. <br /> <br /> "WMEREAS, on October 3, 1967, when the special Annexation Court handed do~m its final <br />decision, mutually agreed upon h~the two cities involved, concluding an ordeal which began <br />on December $, 196~, Portsmouth faced a 90-day period of preparation for extending municipal <br />services to 12,000 new citizens over ten additional square miles of land area; and <br /> WHEREAS, during October, 1967, application must he made to the U. S. Department of Housing <br />and Urban Development for recertification of the Portsmouth Workable Program for Community <br />Improvement, a seemingly unrelated but actually integral-act bearing upon the future of this <br />old urban core conmunity; and <br /> hSMERE~S, partial reunification of a Nineteenth Century "URB" with its new layer of Twentieth <br />Cent~rry "SUBURBS" dilutes destructive metropolitan core effects of rampant obsolescence and <br />social deterioration; and accepZing Federal Urban aid is no longer debatable, so great is the <br />need of all cities; and Portsmouth's firm resolve as expressed in past ~orkable Program Declarations <br />to strive for the broadest possible community growth and renewal is moving fomcard <br />and hereby reaffirmed. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, as <br />recommended by the Planning Commission on October 10, 1967, that the City of Portsmouth hereby <br />proposes the following seven tangible steps in furttier developing its Workable Program for <br />Community Improvement: <br /> 1. That the action~proposals 6utlined in this application form by the City Manager will be <br />pursued diligently. <br /> 2. That Portsmouth will pursue the National "Model Cities" program in hopes of producing <br />"A Demonstration of Militarily Impacted Renewal Area Leadership" wherein the United States of <br />America can experimentally assist firsthand in correcting urban problem conditions resulting from his <br />presence. <br /> 5. That direct citizen participation in the ~ff~irs of our municipal government o~ the part <br />of newly annexed residents may actually precede their official transfer into the City of Portsmouth <br />and will be actively sought as a policy of this municipality. <br /> 4. That continued support of the Southeastern Virginia Reg%onal Planning Commission will accompany <br />efforts 6n the part of our representatives to that agency and the Elizabeth River Tunnel~Commission <br />on behalf of a metropolitan core mass transit study~ <br /> 5. That the special citywide campaign to rid Portsmouth of vacant-abandoned-dilapidated structures <br />not securely boarded against entrance hy unauthorized persons is hereby adopted as a continuing <br />program and the codes Enforcement Administrator is authorized and directed to pmrsae <br />elimination of these threats to community deterioration. <br /> 6. That every possible effort will be made to adopt by the end of this fiscal year a new <br />comprehensive plan for the enlarged municipality, to extend neighborhood analys~s across the <br />Elizabeth River to encompass the newly annexed area, and to adopt a six year capital budget and <br />public improvements program for the new City of Portsmouth. <br /> 7. That under the Workable Program Coordination Com~liEtee, research will be accelerated to <br /> determine some feasible method for enforcing prov~sions of the Minimum Housing Code which <br /> stipulate that a vacant dw. elling unit may not be rented unless and until it complies with all <br /> standards set fort~ in the codes." <br /> <br /> 67-509 - "At a recent meeting of the City Council you referred to me a petition from the <br />Olive Branch P.T.A. with reference to curbs and gutters in the Olive B~anch-Simonsdale section of the. <br />City of Portsmouth. <br /> At the~present time a compreSensive drainage survey is underway by R. Kenneth Weeks <br />Engineers. When the survey is completed it will enable the Public Works Department tO let <br />contracts for the instal lA~ion of an adequate storm drainage system, prior to the installation <br />of any concrete gurbs and gutters. It is not recommended that any curbs and gutters be <br />installed until a proper drainage system is installed. <br /> The Public Works Department has been instructed to do what it can, of a temporary <br />nature, to relieve this condi~on until such time as a proper drainage system can he installed." <br /> <br /> Motion of Mr. Johnson to receive as information and that a letter be fom~arded to the <br />Olive Branch PTA, advising them of this action, was adopted, w~thout dissenting vote. <br /> <br /> <br />
