November 14. 1967 <br /> <br />At the regular meeting of the City Council, on November 14, 1967, there were ~resent: <br /> <br />R. Irvine Smith, George D. Hastes, Burrell R.~ Johnson, Isaac W. King, L. L. Knight, <br />W. T, Lea,y, A. P, Johnson, Jr,, City Manager, M. A. Ko,b, Jr., City Attorney, <br />and R. D. 0tt~vio, City Auditor. <br /> <br />The meeting was opened with prayer by Mr. Jerry Niece, from the Wesley Community Center. <br /> <br /> The following reports from the City Manager were read: <br /> <br /> 67-518 - "Bids were received on October 27, 1967, for the sale of City owned property at the <br />northwest corner of Alton Parkway and Morris Street, in Cradock. This is property on which the Cradock <br />Women's Club is located. <br /> Two bids were received as follows: C.H. Lacey - $$,156.00, Women's Club of <br />Cradock - $4,000.00. After the bids ~ere opened, and the bid price disclosed, Mr. Fred A. Lioford <br />forwarded a letter to the City offering ~5,000.00 for the ~roperty. Because of the appraised <br />value of the nroperty and the low m~ount bid, I recommend that all bids be rejected for the <br />sale of this ~roperty; and the good faith checks be returned to the bidders. <br /> I have also received a letter from Mrs. R. M. Jennings, President, Women's Club of <br />Cradock requesting to be heard on this subject tonight." <br /> <br /> On motion, th~ privilege of the floor was granted Mrs. Jennings, President of the Cradock <br />Women's Club. Mrs. Jennings ppoke, giving reasons fo~ the Club being anxious to obtain the property. <br /> <br /> On motion of Hr. Johnson, referred to the City Hanager for discussion with representatives of <br />the Women's Club of Cradock, a reoort to be made to the City Council at the regular meeting on <br />November 28. <br /> <br /> 67-519 - "I submit the attached ordinance and recommend it be placed on first reading. <br /> This appropriates $S2,889.16. These funds are to be loaned to the Portsmouth Port <br />and Industrial Commission coveri'hg~invoices they have received on the Paceco Crane and construction <br />on the warehouse for the Portsmouth Marine Terminal. <br /> ~'~en the Portsmouth Port and Industrial Commission has arranged for this f~nancing, these <br />funds will be returned to the City." <br /> <br /> On motion of Mr~ Hastes, the following ordinance was approved on first reading, without <br />dissenting vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $52,889.16 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR <br /> A TEMPORARY LOAN TO THE PORTSMOUTH PORT AND INDUSTRIAL CO~4ISSION." <br /> <br /> 67-320 - "I submit the attached ordinance and recommend it be placed on first reading. <br /> This appropriates $9,200.00 for the purchase of property in Pinners Point as <br />follows: 192 Pinners Avenue ~nd 182 Jackson Avenue. <br /> This property is to be used in conjunction with the development of the Marine Terminal. <br />Since the property at 182 Jackson Avenue is owned by a City employee, it is necessary to adopt the <br />attached resolution." <br /> <br /> On motion of Mr. Knight, the follpwing ordinance was approved on first reading, without <br />dissenting vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $9,200.00 FROM THE GENERAL, CAPITAL IS~ROVE~{ENT FUND FOR THE PURCHASE <br />OF 192 PIb~ERS AVENUE A_ND 182 JACKSON AVENRIE IN PINNERS POINT." <br /> <br /> 67-321 - "I submit the attached ordinance and recommend it be placed on first reading. <br /> This closes a portion of Nottoway Street between the northern right-of-way of King <br />Street and the southern right-of-way of the Atlantic Coast Line Railroad. <br /> This closing has been approved by the Planning Commission and a report of the <br />viewers is attached~ hereto." <br /> <br /> On motion of Hr. King, the following ordinance was approved on first reading, without dissenting <br />vote: <br /> <br />"AN ORDINANCE TO CLOSE A PORTION OF NOTTOWAY AVENUE" <br /> <br /> 67-322 - "I submit the attached resolution and recommend its adoption. <br /> This appoints viewers for th~ closing of a ~ortion of Mulberry Street north of <br />Center Avenue to the southern ~roperty line of the Saint Paul's Catholic Cemetery. This <br />closing has been requested by Mr. J. T. Fisher, Jr." <br /> <br />On motion of Mr. Lea,y, the following resolution was adopted, without dissenting vote: <br /> <br /> "WHEREAS, John T. Fisher, Jr., and Secle~has Jenkins and Esther L. Jenkins, husband and <br />wife, have made application to vacate and close that portion of Mulberry Street lying between the northern <br />right of way line of Centre Avenue and the southern nroperty line of Saint Paul's Catholic Cemetery~ <br />and it appearing that notice of the application and request for the ~pointment of viewers Was duly <br />oosted on October 19, 1967, on the bulletin board of the Circuit Court of the City of Portsmouth, and <br />on two ooles in the vicinity of the street sought to be closed. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmm]th, Virginia, that R. A. <br />Craig, Jr., Frank N. Bilisoly, Louis L~itner, Millard C. Norman and Zalmon I. Blachman be <br />aooointed viewers to view said street and renort to this council in writing whether in their opinion <br />a~y, and if any, what inconvenience would result from vacatinf and closing the aforementioned part of <br />Mulberry Street." <br /> <br /> <br />
