December 12, 1967 <br /> <br /> 67-556 - "I submit the attached ordinance and recommend it be ntaced on first reading. <br />This appropriates $91,931.87 to lend to the Portsmouth Port and IndUstrial Commission. This <br />covers invoices received by the commission for payment on the Paceco Crane~ warehouse <br />and other related port equipment. ~lese funds will be returned to the city when the Portsmouth <br />Port and Industrial Commission has completed their financing." <br /> <br /> On motion of Mr. Johnson, the following ordinance was approved on first reading, without dissenting <br />vote: <br /> <br />"~N ORDINANCE TO APPROPRIATE $91,931.87 FROM THE GENERAl CAPITAL IMPROVEMENT FUND FOR <br />A TE~!PORARY LO;uN TO THE PORTSMOUTH PORT AND INDUSTRIAL CO~4ISSION" <br /> <br /> 67-357 - "I submit the attached resolution and recommend its adoption. This resolution objects <br />to the Virginia Electric and Power Company constructing overhead wires across the western branch <br />of the Elizabeth River. They have requested a permit from the Corps of Engineers to construct <br />towers in the river and run these wires overhead from approximately the end of ChautauQua Avenue <br />in Port Norfolk~ over to an area adjacent ~o the Virginia Chemical ComDany. This resolution <br />will be submitted to the corps of Engineers." <br /> <br /> "AfiRESOLUTION OPPOSING THE CONSTRUCTION OF AN OVERHEAD TRANSMISSION LINE BY THE VIRGINIA <br /> ELECTRIC AND POWER COMPANY~ ACROSS THE WESTERN BRANCH OF THE ELIZABETH RIVER FROM PINNERS <br /> POINT TO WEST NORFOLK" <br /> <br /> "~{EREAS, the Virginia Electric and Power Company oronoses to construct an overhead <br />t~ansmis~ion line across the Western Branch of the Elizabe%h River from Pinners Point to West Norfolk; and <br /> ?~EREAS the said overhead transmission line would desnoil the view and deter the development <br />of the adjacent residential areas; and <br /> WHEREAS, the said overhead transmission line would constitute a hazard to ships using the <br />Western Branch of the Elizabeth River. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the City <br />strongly poopses the construction of an overhead transmission line by the Virginia Electric <br />and Power Company across the Western Branch of the Elizabeth River from Pinners Point to <br />West Norfolk on the grounds that it is not in the bes~ interest of the City of Portsmouth <br />because the construction of said overhead transmission line will adversely affect the <br />development of the adjacent residential and industrial areas and that it ~ill constitute <br />a hazard to navigation. <br /> BE IT FURTHER RESOLVED, that a copy of this resolution be fom~arded to the Virginia <br />Electric and Power Company, the U. S. Army Corps of Engineers, and to each Delegate and <br />Senator re~resenting the City of Portsmouth in the General Assembly of Virginia." <br /> <br />* On motion of Mr. Knight, the rules were susoended to hear Bob Gay, District 5{anager for <br /> the Norfolk District, VEP Company. <br /> On motion of Mr. J~hnson, the above resolution was adopted, Mr. Smith voting "No" <br /> <br /> 67-358 ~ "I submit the ~tached resolution and recommend its adootion. This resolution <br /> apooints viewers for the~ closing of Louisa Terrace. The Planning Commission has ereviously <br /> recommended this closing." <br /> <br />On motion of ~r. King, the following resolution was adopted, without dissenting vote: <br /> <br /> "~F~REAS, George R. Davis, Jr. and Barbara A. Davis, husband and wife, have made <br />application to vacate and close that portion of Lo~isa Terrace lying between the western right <br />of way line ~f~Louisa Avenue and a line ninety (90) feet west thereof and aprallel thereto and <br />it appearing~at notice of the application and request for the appointment of viewers was <br />duly ~osted on November 21, 1967, on ~he bulletin board of the Circuit Court of the City of <br />Portsmouth; and ~n the ~ulletin board'of the Court of Hustings for the City of Portsmouth; and on <br />the bulletin board of the ~unicinal Court of the City of Portsmouth. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />L. A. Clark, Frank N. Bilisoly, James V. McGehee, $ohn E. Scott and Millard C. Norman be <br />a~nointed viewers to view said street and report to this Council in writing whether in <br />~heir opinion any, and if any, what inconvenience would result from vacating and closing the <br />aforementioned ~art of Louisa Terrace." <br /> <br /> 67-559 - "I submit the attached resolution and recommend its adoption. T~is resolution <br />authorizes the city to submit an application for federal funds towards the construction of a branch <br />library. These funds are to be used towards construction of a branc~ library in the area to be annexed <br />January 1, 1968. <br /> Under the federal formula, we would be eligible to receive up to 45% of the construction <br />cost for this library facility." <br /> <br />On motion of Mr. Knight, the following resolution was adopte~, with no dissenting vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO REQUEST A GRM~T FROM THE VIRGINIA STATE <br />LIBRARY UNDER THE FEDERAL LIBRARY SERVICES AND CONSTRUCTION ACT TO CONSTRUCT A BRANCH <br />LIBRARY IN THE'CHURCHL.%ND AREA. <br /> <br /> WHEREAS, the Virginia State Library is autkorized under the Federal Library Services and <br />Construction Act to make grants to municipalities for the construction of public library <br />facilities, ~und <br /> WHEREAS, it is necessary for the City of Portsmouth to construct and equip a branch of its public <br />library in the Churchland area. <br /> <br /> <br />
