83 <br /> <br />December 12, 1967 <br /> <br />At a regular meeting of the City Council, held on December 12, 1967, there were present: <br /> <br /> R. Irvine Smith, .Yack P. Barnes, George D. Eastes, Burrell R. Johnson, Isaac W. King, <br /> L. L. Knight, A. P. Johnson, Jr., City Manager, M. A. Kerb, Jr., City Attorney, and <br />R. D. Ottavio, City Auditor. <br /> <br /> The meeting was opened with prayer by Rev. H. N. Johnsnn, ,Ir., Pastor, Ebenezer Baptist <br />Church. <br /> <br />Minutes of previous meeting were read and approved. <br /> <br /> On motion of Mr. Barnes, the rules were suspended to receive petitions from citizens, <br />regarding street name changes. <br /> <br />Judson H. Gwynn presented a petition from residents of A Street in West Park View. <br /> <br />Frank Park, of 226 Wright Road, presented a petition from residents of that street. <br /> <br />was <br /> <br />Motion of Mr. to refer the petitions to a conference of Council on street name changes, <br />adopted, without dissenting vote. <br /> <br />67-351 - The following public hearing was held on: <br /> <br />"AN ORDINANCE TO AMEND THE ZONING ORDINANCE OF THE CITY OF PORTSMOUTH, 1961, BY ADDING <br />THERETO A NEW SECTION NL%{BERED 6-1.1,~ PROVIDING FOR REVIEW OF CONSTRUCTION PLANS IN THE <br />CObtMERCIAL C-3 DISTRICT BY T.h~ PLANNING CO~4ISSION AND MAKING PROVISION FOR APPEAL TO <br />THE CITY COUNCIL." <br /> <br />No one spoke. <br /> <br /> Motion of Mr. JohnSon to approve the ordinance on first reading was adopted, without <br />dissenting vote. <br /> <br />The following reports from the City Manager's office w~e read: <br /> <br /> 67-352 - "Members of the Portsmouth School Board ar~ present tonight and are requesting to <br />be heard on their proposed budget for fiscal 1968-69. They will also present their capital <br />needs. It is in order to hear from them at this time." <br /> <br />The following spoke: B.M. Hutchins, John W. Shuler and Dr. M. E. Alford. <br /> <br /> Motion of Mr. Knight that the matter be referred to a conference of Council, was adopted, <br />without dissenting vote. <br /> <br /> 67-553 - "I submit the attached ordinance and recommend it be placed on first reading. This <br />changes County Street between Washington and Crawf0rd Streets to a two-way street. This is <br />necessary due to the construction of the new parking facility between Country~ and King Streets and <br />the closing of ,~{iddle Street. This will create better access to the parking lot. Circulation in <br />the downtown area will be greatly imp~uved and nothing will suffer from this change. Washington Street <br />was chosen as dividing line between 'the one-way and two-way segments, because during peak <br />hours, there are 200 vehicles per hour less on County Street, east of ~ttashington Street, than <br />there are west of Washington Street. This difference in traffic volumes is very significant, as <br />most of County Street west of Washington Street, is only 36 feet wide, and will acco~tmodate at <br />maximum only three lanes." <br /> <br /> On motion of Mr. Eastes, the following ordinance was approved on first reading: <br /> <br /> "AN ORDINANCE TO ;24END SECTION 18-93 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br /> SO AS TO MAKE COUN?Y STREET A TWO-WAY STREET BETWEEN WASHINGTON STREET AND CCAWFORD STREET" <br /> <br /> 67-554 - "I submit the attached ordinance and recommend it be Blaced on first reading. This <br />appropriates $11,000.00 for the purchase of property at 120-122 Pinhers Avenue in Pinners Point. <br />This property is being acquired for use in the new Marine Terminal." <br /> <br /> On motion of Mr. King, the following ordinance was approved on first reading, without dissenting <br />vote: <br /> <br />"kN ORDINkNCE TO APPROPRIATE $11,000.00 FROM THE GENERAL CAPITAL FUND FOR THE PURCHASE OF <br />120-122 PlNNERS AVENUE" <br /> <br /> 67-355 - "I submit the attached ordinance and recommend it be ola~ed on first reading. <br />This appropriates $109,461.00 for a cash payment to the Portsmouth ~edevelopment. and Housing <br />A~-thority. This covers the city's final payment on the Weaver Urban Renewal Project <br />R-40. These funds are due the Housing Authority by January 15, 1968." <br /> <br /> On motion of Mr. Barnes, the following ordinance was approved on first rea~ing, without dissenting <br />vote: <br /> <br />"AN ORDINkNCE TO APPROPRIATE $109,461.00 FROM ~E GENERAL CAPITAL IMPROVEMENT FUND <br />FOR FINAL PAYMENT OF THE CITY'S SHARE ON THE WEAVER REDEVELOPMENT PROJECT VA R-40" <br /> <br /> <br />
