<br />At a regular meeting of the City Council, hold on February 15, 1968, there wore present:-

<br /> The meeting was opened with prayer by Rev. Harry W. Craver, pastor of the Elm Avenue Methodist
<br />Church.
<br />
<br /> Minutes of the January 23, 1968, meeting and calted~meetings held on February 2nd and
<br />February 7th, 1968, were read and approved.
<br />
<br />67-369 - The following hearing on street renaming was held:

<br /> On motion of Mr. Knight all petitions and information were received and referred to a conference
<br />of the Council.

<br />The following reports from the City Manager were read:
<br />
<br /> 68-30 - "I submit the attached ordinance and recommend it be placed on first reading. This
<br />appropriates $1,000.00 to advance to the Southeastern Air Pollution Committee. These funds have
<br />been requested by Portsmouth's representative to the committee.
<br /> The fmnds are to be used until such time as an air Dollution control grant can be
<br />received from the Department of Health Education and Welfare. They are to be used to defray expenses
<br />of the committee for clerical, stenographic, office and etc., and to relieve the Southeastern Virginia
<br />Regional Planning Commission of the expense they have incurred and enable the committee to operate in
<br />a business like manner.
<br /> It is to be understood that this appropriation is being made contingent uoon the other political
<br />subdivision doing likewise,"

<br /> On motion of Mr, Eastes, the following ordinance was approved on first reading, without dissenting
<br />vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $1,000~00 FROM THE GENERAL ~ ~
<br /> .UNDS AS ~IE CITY'S SHARE OF ~qR
<br />COST OF OPERATION OF THE SOUTHEASTERN AIR POLLUTION CONTROL COmmITTEE"
<br />
<br /> 68-31 - "I submit the attached ordinance and recommend it be placed on first reading. This
<br />appropriates $6,000,00 for the acquisition of property from Phillips Petroleum Company.
<br /> The property is located at the intersection of Airline Boulevard and Hodges Ferry
<br />Road. It is to be used to realign Hodges Ferry Road with Greenwood Drive at tho intersection with
<br />Airline Boulevard. This will improve traffic conditions at this intersection."

<br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, without
<br />dissenting vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $6,000.00 FROM THE' GENERAL CAPITAL IMPROVSMENrr FUND FOR THE REALIGN~IENT
<br />OF HODGES FERRY ROAD WITH GREEP~IOOD DRIVE"
<br />
<br /> 68-32 - "I submit the attached ordinance and recommend it be nlaced on first reading. This
<br />amends Section 107.4 (b) of the Building Code pertaining to the fee schedule.
<br /> Section 107.4 (b) will be amended to delete the word '~dditions" and will read
<br />"alterations, renairs, private piers, installations, greenhouses and accessory buildings." Additions
<br />will be charged at the square foot rate rather than the value of construction. This is being
<br />done in an effort to remove discreoancies in the interpretation in the fee schedule of the
<br />Building Codes in the various cities in Tidewater."
<br />
<br /> On motion of Mr. Leafy, the following ordinance was approved on ~irst reading, without dissenting
<br />vote:
<br />
<br />"AN ORDINANCE TO ~END SECTION 10714 OF THE BUILDING CODE OF THE CITY OF PORTSHOUTH, 1967
<br />PERTAINING TO ~tE SCHEDULE OF PEr. MIT FEES"
