<br />At a regular meeting of the City Council, hold on Pebruary 27, 1968, there wore present:
<br />
<br />R. Irvine Smith, Jack P. Barnes, George D. Hastes, Burre{l R. Jobmson, Isaac W. King, L. L. Knight,
<br />W. T. Leafy, A. P. Johnson, Jr., City Manager, M. A. K0~b, Jr., City Attorney, and R. D. 0ttavio,
<br />City Auaitor.

<br />The meeting was opened with prayer by Rev. Floyd Carroll,~pastor, Cradock Methodist Church.
<br />
<br />Minutes of the regular meeting of February 13, 1968, were read and approved.
<br />
<br />68-55 - The following public hearing on zoning was held:
<br />
<br />"Use permit for a nursing homo in the Fort Nelson Place urban redevelopment project at the
<br />southwest corner of Effingham and A Streets."
<br />
<br />No one spoke regarding the application.
<br />
<br />Motion of Mr. Johnson to adopt the following resolution was adopted, without dissenting vote:
<br />
<br /> "WHEREAS, the Portsmouth Redevelopment and Housing Authority has filed an application pursuant to
<br />Section 4-2 of the Zoning Ordinance of tko City of Portsmouth~ 1961, for the granting efa use
<br />permit as' hereinafter described; and
<br /> WHEREAS, the applicant, the Planning Director, and the City Manager nave done all things
<br />required to be done in connection with said application, and the Planning Commission has recommended
<br />the granting of said use permit.
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br /> 1. That the use for which the use permit hereinafter described is sought (a) will not
<br />adversely affect the health or safety of persons residing or working in the neighborhood of
<br />the proposed use, {b) will not be detrimental to the public welfare or injurious to property
<br />or improvements in the neighborhood, and {c) 9itl be in accord with the purposes of said
<br />Zoning Ordinance.
<br /> 2. That the Portsmouth Redevelopment and Housing Authority is hereby granted a use permit
<br />pursuant to Section 4-2 of said Zoning Ordinance, for tko construction and operation of a nursing
<br />home on the property described as follows: ~
<br /> Parcel No. 5 as shown on the plat of Fort Nelson Place ~formerly Lincolnsville) Redevelopment Project
<br />Va. R-6; more particular!y described as follows: Bounded on the north by "A" St.reet, on the east
<br />by Effingham Street, on tho south by Cedar Grove Cemetery, and on the west by Fort Lane."

<br /> Mr~ Livesay spoke.

<br /> On motion of Hr. Knight, the following ordinance was approved on first reading, without dissenting
<br />vote:

<br />"ZONING A~NDMENT ORDINANCE Z 68-6"
<br />
<br />Public hearing on %he following amendment to the Comprehensive Plan of th~iCity was held:
<br />
<br /> "CP-68-1 - Pursuant to provisions of the Code of Virginia, a proposed amendment to the Comprehensive
<br />Plan iJ'6~'-/h-~--City of Portsmouth, Virginia; descriptive documents, written material, charts and maps; each
<br />part of which will be identified as a segment of CP-68-1; pertaining to that area of the City of
<br />Portsmouth annexed on January. 1, 1968, from the Cityof Chesapeake. Presentation of this material will
<br />be made by representatives of the Churchland Area Citizens Advisory Planning Committee which by
<br />agreement with the City of Portsmouth assumed responsibilities in connection with the task of
<br />formulating a land use, major streets and public facilities plan for the annexed area."

<br />The following spoke for the adoption of the Churchland Plan.

<br />George Davis, who presented a re~olution; as follows:

<br /> "I¢HEREAS, on October 10, 1967, the PortSmouth City Council appointed the Churchland
<br />.&rea Citizens Advisory Planning Committee to assist the council in matters r~lating to the area
<br />to be annexed by the City of Portsmouth on January 1, 1968..
<br /> WHEREAS, the City Council specifically charged the Committee with~he degeloping of'a
<br />Comprehensive Land Us'ePlan for the orderly d'eve~opment of the annexed area, and
<br /> ~ERE~S, THE committee has, with the ~s§istance of Mr. James V. Bickford, III, Planning
<br />Consultant, for Urban Planning Associates, prepared a land use plan and submitted it for review at a
<br />public hearing before the; Portsmouth Planning Commission.
<br /> BE IT ~HEREFORE HEREBY RESOLVED, that the Churchland Area Citizens Advisory Planning Committee does
<br />concur with the Land Use Plan as recormmended by the Portsmouth Planning Commission and does urge i%adoption
<br />by the City Council without further adjustment or modification."

<br />Lieut. Com. F. D. Hunter, who presented the following:

<br /> 'q%~HEREAS the Portsmouth City Council has before it the Comprehensive Land Use Plan for the
<br />orderly developmentof the recently annexed area which has been prepared by ~he Council - appointed
<br />Churchland Area Citizens Advisory Planning Commltteewith the assistance o~ Mr. J~mos V. Bickford, III,
<br />Planning Consultant, Urban PlanningAssociates; and
<br /> WHEREAS the Comprehensive Land Use Plan has been presented to the Portsmouth Planning
<br />Commission and that body has concurred; and
