<br /> Section 3. The said A. P. Johnson, Jr., City Manager of the City of Portsmouth is hereby authorized
<br />to execute said proposed Contract in three counterparts, and Caroline Gott, City Clerk, is hereby?
<br />authorized and directed to impress and attest the official seal on each such counterpart and to fonqard such
<br />counterpartsto the Secretary for execution on behalf of the Government, together with such other documents
<br />relative to the approval and execution thereof, as well as to this Resolution as may be required by the
<br />Government.
<br />
<br /> Section 4. The said A. P. Johnson, Jr., City Manager, or his lawful successor, is hereby authorized to
<br />file requisitions, together with necessa~f supporting documents, with the Government, from time to time as
<br />grant funds are required, requesting payments to be made on account of the grant provided for in the said
<br />Contract, and to do and perform all other things and acts required to be done or performed in order to obtain
<br />such payments.
<br />
<br /> Section 5. The City of Portsmouth hereby7 given its assurance that the necessary non-Federal share
<br />of the cost of the planning activities, not to~ exceed $46,205.00 undertaken pursuant to its application as
<br />modified and the grant contract, will be duly provided."

<br /> 68-131 - I submit the attached ordinance and recommend it be placed on first reading. This closes
<br />Fourth Avenue from Washington Street, south, to the Pierhead line in Western Branch. This has been approved
<br />by the Planning Commission and a report of the viewers is attached hereto."

<br /> "A RESOLUTION GR;u\~ING A USH PERMIT FOR THE OPERATION OF A MARINA ON CRAWFORD PARKWAY
<br /> AND IMPOSING RESTRICTIONS
<br />
<br /> WH~R~g~,W. G. Brooks has filed an application pursuant to Section 4-2 of the Zoning Ordinance of the
<br />City of Portsmouth, 1961, for the granting of a use permit as hereinafter described; and
<br />
<br /> WHNREAS, the applicant, the planning Director and the City Manager have done all things required to be
<br />done in connection with said application, and the PlanninR Commission has recommended the granting of said use
<br />permit, subject to the conditions hereinafter stated.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br /> A. That the use for which the use permit hereinafter described is ought (1) will not adversely affect
<br />the health or safety of persons residing or working in the neighborhood of the proposed use, (2) will not be
<br />deterimental to the public ~elfare or injurious to property or improvements in the neighborhood, and ($) will
<br />be in accord with the purposes of said Zoning Ordinance.
