<br />At a regular meeting of the City Council, held on Anril 9, 1968, there were ~resent:

<br />R. Irvine Smith, Jack P. B&rnes, George D. Hastes, Burrell R. Johnson, Isaac W. King,
<br />L. L. Knight, W. T. Leery, A. P. Johnson, Jr., City Manager .and Lee Morris, Assistant
<br />City Attorney.
<br />
<br />The meeting was opened with prayer by Dr. Clayton Pitts, Pastor, Port Norfolk Bantist Church.
<br />
<br /> Minutes of the regular meeting heldoon March 26, 1968, and sneciaI meeting this date were
<br />read and approved.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 68-123 - "I submit the attached ordinance and recommend it be placed on first reading. This
<br />approoriates $6,200.00 for the purchase of property at 153 Jackson Avenue. This oroperty is to be
<br />used in the development of tile new Marine Terminal."
<br />
<br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, without dissenting
<br />vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $6,200.00 FROM ~{E GENERAL CAPITAL IMPROV~ENT FUND FOR THE PURCHASE
<br />OF ~85 JACKSON AVENUE IN PINNRRS POINT."
<br />
<br /> 68-~24 - "I submit the attached ordinance and recommend it be placed on first read~mg. This appropriates
<br />$190,000.00 for the construction of a western diversion force main. This force main will run from the
<br />in~rsection of Frederick Boulevard and Turnpike Road down Turnpike Road to Jamestown Avenue.
<br />
<br /> In Portsmouth, we have two sewer systems; one known as the eastern system and one known as the western
<br />system, running to the sewage treatment olant. Due to the large number of laterals that have been
<br />installed in the western system, it is necessary tbaflivert a oortion of the western sewer system into the
<br />eastern System. The main trunk line going to the sewage treatment plant on the western syste~ia~a~apa~i~y,
<br />and there is additional capacity in the trunk line in the eastern systemw It is necessa~, that this omm-
<br />ject be done in order that additional laterals can be built on the western system.
<br />
<br /> A federal grant has been a~t2aoriZ~d in the amount of $80,000.00 towards the construction of this
<br />western diversion force main. Bids were received Thursday, April 4, for the construction of this project
<br />as follows:

<br />A. Stuart Bolling Company, Inc.
<br />I~ward Construction Company, Inc.
<br />A. Stanley Mundy and Company
<br />

<br /> A. G. Pinka~nCompany being the low bidder, I recommend the contract be awarded to this firm, along
<br />with the adoption of this ordxnance.

<br /> On motion of Mr. Barnes, the following ordinance was approyed on first reading, without dissenting

<br />"AN ORDIMAJBI2BTO APPROPRIATE $190,000.00 FROM THE GENERAL CAPITAL IMPROV~IEN~ FUND FOR THE CONSTRUCTION
<br />OF SANITARY SEWERS."

<br /> Motion of Mr. Barnes to award the contract to the lowest bidder, A. G. Pinkston Company at $164,340.98,
<br />was adopted, without dissenting vote~
<br />
<br /> 68-125 - "I submit the attached ordinance and recommend it be placed on first reading. This accomplisher
<br />the following:
<br />
<br />1. Establishes voting precincts for the area acquired by Portsmouth on January 1, 1968.
<br />
<br />2. Consolidates precincts I and 2 (Old Jefferson Ward) into one precinct designated No. 1.
<br /> The voting place for this precinct will be in the Quonset Hut on Glasgow Street.
<br />
<br />Divides precinct 27 (Stuart Ward) into tw~ precincts, creating preciBct number 26.
<br />No. 26 is bounded by Greenwood Drive, Victory Blvd., Gust Lane, City limits and
<br />Cavalier Blvd.
<br />
<br />4. Divides precinct 32 (Modges Ward) into two precincts, Creating precinct number 35.
<br /> Precincts 52 and 33 wilt be divided by Portsmouth Blvd.
<br />
<br />5. There are also technical corrections to descriptions of boundary lines of certain pre-
<br /> cincts. These corrections are made necessary by the recent annexation.
<br />
<br /> It is necessary that this ordinance be adopted now, as no changes can be made 30 days prior to
