968 <br /> <br /> 68-147 - The following letter from the Director of Planning was read: <br /> "At its regular monthly meeting on April 16, 1968, the City Planning Co~ission resolved to recommend <br />conditional approval of three street closure applications: <br /> S-68-2 Dr. Arthur Siegel by Attorney Dean Sword to close B.Street, and the following two segments of un- <br />develope~lleys in connection with conditional approval of a group housing project plat discussed in another <br />communication. <br /> <br /> B Street {Bertrand Street, S/1/68) from Academy Avenue west to Blaine Street. <br /> <br /> Alley, south of B Street from academy Avenue to western terminus. <br /> <br /> Alley, north of B Street from Academy Avenue to western Terminus. <br /> S-68-S Application of Helen $. Chamber, J. M. Corn and ~rs. J. M. Corn by Attorney Carroll O. Perrell <br />to close-'~-~e segment of County Road, which is a paper street, east of Cambridge Avenne, for a distance of <br />approximately 90 feet to an alley. <br /> <br /> S-68-6 Application of the Portsmouth School Board and the request from the Douglas Park P.T.A. to close <br />a pa~to----6'~helby Street at its intersection with Grant Street (Grand Street, S/1/68) in front of the <br />elemental? school provided the arrangement finally worked out by the Department of Traffic Engineering does <br />not impose a financial burden upon the City of portsmouth, <br /> In essence, the planning Commission agreed that the step requested would benefit the neighborhood and the <br /> school property but sensed that certain municipal expenses might be incurred for which funds are not now <br /> available." <br /> <br /> Motion of Mr. ~arnes to refer to the C~ty Attorney was adopted, without dissenting vote. <br /> <br /> 68-148 - T~e following letter from David Lindaner, attorney, was read: <br /> <br /> "I request the opportunity to appear before the City Council of ~he City of Portsmouth, Virginia, <br />Tuesday night, April 25, 1968, for the purpose of presenting a petition for c~rbssand gutters on behalf 6f <br />the residents of the 100 block of Allen Road~ ~ortsmouth, Virginia." <br /> <br /> On motion of ~r. Barnes, the rules were mmmpended to hear Mr. Lindauer,~who ~resented the following <br />petition: <br /> <br /> "We, the undersigned residents of the 100 block of Allen Road, Portsmonth, Virginia, respectfully <br />petition the City Council of the City of Portsmouth to have curbs and gutters provided for the 100 block of <br />Allen R~Tad, the curbs and gutters being greatly needed and being~p~flp~rand cofitiguous extension of curbs <br />and gutters now in existence. <br /> <br /> Signed - Neal L. McKee, etc." <br /> On motion of Mr. Barnes, referred to the City Manager. <br /> 68-149 - Moiion of Mr, Barnes that the Portsmouth Redevelopment and Housing Authority be requested to <br />make a study of the southside area of the City with the idea in mind of making a~ application for the re- <br />vitalization of this area, was adopted, without dissenting vote.' <br /> <br /> 68-150 - Motion of Mr. Barnes to refer to the City Attorney for investigation and report back what <br />action will be necessary for the City to adopt the land bank program, was adopted, without dissenting <br />vote. <br /> <br />On motion adjourned.. <br /> <br />APPROVED <br /> <br />President <br /> <br />City Clerk <br /> <br /> <br />
