<br />The said bonds shell be subject to no taxation by the City of Portsmouth, and the said coupons shall be receive
<br />in payment of all dues, taxes~a~fd assessments due to the said City.

<br /> S~%tion 5. There is hereby directed to be annually levied and collected a tax upon all taxable property
<br />within the City~ sufficient to pay principal and interest on said bonds as same respectively matUre~"

<br /> 68-142 - "I submit the attached contratt between the Portsmouth Ambulance Service, Incorporated and the
<br />City of Portsmouth, and recommend the proper City official be authorized to sign.
<br />
<br /> At the last session of the General Assembly, a bill was enacted that on and after January 1, 1969, no
<br />person, firm, corporation or association, either as owner, agent or otherwise, shall hereafter furnish,
<br />~merate, conduct, maintain, advertise, or otherwise engage in or profess to be engaged in the business or
<br />s~rvice of transporting patients upon the streets or highways in Virginia unless he holds a valid permit for
<br />each ambulance. It further stioulates that an Ambulance shall mean any privately or publicly owned vehicle
<br />that is especially designed, cohstructed or modified and equipped, and is
<br />rained or operated for the transportation of persons who are sick, injured, wounded or othem~ise incapacitated
<br />or helpless. Every ambulance shall be ~quipped with the medical supplies and equipment specified by the
<br />minimu~ equipment fist for ambulances as adopted by the Committee on Trauma of the American College of
<br />Surgeons. E~ery ambulance shall be occupied by at least one person who possesses a valid emergency medical
<br />care attendance certificate. Any ambulance operated ~y a city und~ authority of this section, shall be sub-
<br />jectedtp these provisions, and to the regulations of the State Board of Health. This means that we cannot
<br />operate our police station wagons as ambulances.
<br />
<br /> By negotiating this contract now, we can work out any problems that may be involved before January 1,
<br />of 1969. It will be more economical to contract this service and to purchase ambulance equipment and to meet
<br />the standards required to man this type of equipment. This contract is simular to the contract adopted by
<br />the City of P~tersburg."
<br />
<br /> Motion of Mr. King that the proper city officials be authorized to sign the contract, was adopted,
<br />without dissenting vote.
<br />
<br /> 68-145 - "I recommend I be authorized to advertise for bids,~o~ a franchise for the use of a boat landing
<br />addition to the municipal parking lot at the foot of High Street, The franohise with Harbor Tours, Incor-
<br />porated has expired. I further recommen'd that this franchise be on a year to year basis, with a five-year
<br />maximum. This is requested due to the possibility of the new bulkhead to be constructe4din conjunction with
<br />the Crawford Urban Renewal Project."

<br /> Motion of Mr. Leary to concur in the recommendation of the City Manager was adopted, without dissenting
<br />vote.
<br />
<br /> 68-144 - "I submit the attached agreement between the Virginia Electric and Power Companyand the City
<br />of Portsmouth, and recommend the proper City officials be authorized to sign. This prov~4e~ an easement for
<br />a power line on the Suffolk golf course, which is located on property owned by the Portsmouth Water Depart-
<br />ment. This is the standard form of agreement to provide electrical service to the golf course."
<br />
<br /> Motion of Mr. Barnes to concur in the recommendation of the City Manager was adopted, without dissenting
<br />vote.
<br />
<br /> 68-145 - "I submit ~he attached ordimance and recommend it be nlaced on first reading. This permits
<br />the encroachment of the Professional Building owned by the Office Building Corporation upon the sidewalk
<br />on the south side of High Street and over the sidewalk on the east side of Washington Street. The building
<br />encroaches 0.45 of a foot on the sidewalk of High Street at the northeast corner of the building running in
<br />a westerly direction in a wedge shaped pattern to about the center of the building. The cornice at the
<br />second floor level extends 0.94 of a foot over the sidewalk area on the east side of Washington Street.
<br />
<br /> This ordinance allows these existing encroachments to continue during the life of the building; however,
<br />the o~er does not acquire any rights to the areas encroached upon. This ~ermission expires if and when
<br />the building is removed or destroyed.
<br />
<br /> This ordinance is necessary in order that the Office Building Corporation can complete .~%.~r financing
<br />for the renovations currently being done."

<br />On motion of Mr. Leafy, the following ordinance was approved on first reading, without dissenting vote:
