At the request of the holder, this bond will be re- gistered as to both principal and interest and the coupons detached and cancelled, and thereafter both princi- pal and interest ~i{lthe payable to the registered holder, This bond is'one Of a series aggregating Eight Million Dollars and is issued for the purpose of providing funds to comply with the order entered in the Circuit Court of th~ City of Chesapeake, Virginia, on October Z, 1967, annexing certain territory tO ,the City of Portsmouth effective January 1, 19~8; to pay the expenses incurred as a result of the recent annexation proceedings; and to purhhase fire equipment, s~ho~I buses.and voting machines for use in the aside, annexed territory, under and pursuant to and in conformity with the Constitution and Statutes of the State of Virginia, including Chapter 5 of Title 15.1 of the Code of Virginia, and the Charter of the City of Portsmouth, and pursuant to a resolution of the Council of the City of Portsmouth, ~ntitled:
