<br /> At a ~egular meeting of the City Council, held on April 25~ 1968, there were present:

<br /> R. Irvine Smith, gack P. Barnes, Burrell R. Johnson, Isaac W. King, L. L. Knight, W. T. Leary,
<br /> A. P. Johnson, Jr., City Manager, M. A. Kerb, Jr., City Attorney and R. D. 0ttavio, City Auditor.

<br /> The meeting was opened with prayer by Rev. J. Harvey Glass, Pastor, Green Acres Presbyterian Church.
<br />
<br /> The Mayor recognized Miss Portsmouth 1968, ~s~ Wendy Wilson, who was escorted by Bill Kline, of the
<br />Jaycees.
<br />
<br /> Minutes of regular meeting of April 9, 1968 were read and approved.
<br />
<br /> 68-159 - The Mayor presented the following resolution, .which was, on his motion, unanimously adopted:
<br />
<br /> "WHEREAS, Sergeant Earl P. Wilkins, had dedicated his life to the service of his fellow men as~;a~
<br />police officer of the City of Portsmouth; and
<br />
<br /> I~EREAS, the said Earl P. Wilkins did ~bserve the highest commandment in that he lay down his life for
<br />his friends while in the performance of his official duties; and
<br />
<br /> ~MEREAS, the community has suffered a great loss in the untimely passing of Earl P. Wilkins hmd has
<br />joined with his family and friends in mourning his ~ragic death.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the heartfelt
<br />sympathy of this body, acting for the citizens of the City, be and hereby is e~ended to the family of the
<br />late Earl P. ~ilkins in this, their hour of great sorrow.
<br />
<br /> BE IT FURTHER RESOLVED that this resolution be spread unon the minutes of the Council and that a copy
<br />thereof be forwarded by the Mayor to the family Of the deceased,"
<br />
<br /> 68k150~="I submit the attached ordinance and recommend it be ~laced on'f~rst reading. This closes
<br />portions of Crabapple Street, Thomas C~rcle, Bart Street, Cliffor~ Street and Griffin Street, located in
<br />the Weaver F~development Project, VA R-40.
<br />
<br /> The School Board desires the streets to be closed in order that the land can be incorporated in the
<br />playground of the Riddick-Weaver School and the school grounds can be improved."
<br />
<br /> On motion of Mr. Johnson, the following ordina~c~as al~proved on first reading:
<br />
<br /> "AN ORDINANCE TO CLOSE PORTIONS OF CRABAPPLE STREET, THOMAS CIRCLE, BART STREET, CLIFFORD STREET,
<br /> AND GRIFFIN STREET, LOCATED IN THE WEAVER REDEVELOPMENT PROJECT, VA. R-40."

<br />bond of.the $8,000,000 of bonds to be issued to cover the cost of annexation.
<br />
<br /> These bonds are to be dated June 1, 1968, and tabled over a twenty-five year period in annual installments
<br />of $520,000."

<br />On motion of Mr. Knight, the following resolution was adopted, without dissenting vote:

<br />YA RESOLUTION AUTHORIZING THE ISSUANCE OF EIGHT MILLION ($8,000,000.00) DOLLARS OF BONDS OF THE CITY
<br />OF PORTSMOUTH, VIRGINIA, TO BE KNOWN AS GENERAL OBLIGATION BONDS, FOR ~!E PURPOSE OF PROVIDING FUNDS
<br />TO COMPLY WITH THE ORDER E}FFERED IN THE CIRCUIT COURT OF ~{E CITY, OF CHESAPEAKE, VIRGINIA, ON OCTOBER
<br />2, 1967, ANNEXING CERTAIN TERRITORY TO THE CITY OF PORT~dOUTH EFFECTIVE JANUARY 1, 1968; TO PAY THE
<br />EXPENSES INCURRED AS A RESULT OF THE RECENT ~%NNEXATION PROCEEDINGS: BaND TO PURCHASE FIRE EQUIPMENT,
<br />SCHOOL BUSES AND VOTING MACHINES FOR USE IN THE SAID ANNEXED TERRITORY: AND MAKING PROVISIONS FOR THE
<br />FO~q OF SAID BONDS AND FOR THE PAY.~ENT THEREOF.

<br /> WHEREAS, by Ordinance No. 1967-95, adopted October 10, 1967; the City of Portsmouth was authorized to issue
<br />$7,400,000.00 of General Obligation Bonds fo the purpose of providing funds to cOmply with the order entered
<br />in the Circuit Court of the City of Chesapeake, Virginia, on 8ctober 2, 1967, annexing certain territory of
<br />the City of Portsmouth effective JanualQ, 1, 1968; and
<br />
<br /> WHEREAS, by Ordinance No. 1968-20, adopted March fl6, 1968, the City of Portsmouth was authorized to issue
<br />$600,000.00 of General Obligation Bonds fo~-~the purpose of providing funds to pay the expenses incurred as a
<br />result of the recent annexation proceedings and to purchase fire equipment, school buses and voting machines
<br />or use in the said annexed territory; and
<br />
<br />WHEREAS, the bonds authorized by the aforesaid ordinances have 'hot been issued or sold;,and
<br />
<br /> I%MEREAS, it is necessary to issue bonds of the City in the sum of Eight Million ($8,000,000.00) Dollars
<br />for the aforgsaid purposes.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED BY THE. COUNCIL OF THE CIT~ OF PORTSMOUTH, VIRGINIA:
<br />
<br /> Section 1. Thatfor the purpose of providing funds to comply with the order entered in the Circuit Court
<br />of the City of ~hesapeake, Virginia~ on October 2, 1967, annexing certain terr~toLv to the City of Portsmouth
<br />b~e~J~n~Mi~, 1968; to pay the expenses incurred as a result of the recent annexation proceedings; and
<br />to purchase fire equipment, school buses and voting machines for use in the said annexed territory, there
<br />shall be issued Eight Million Dollars d~ bOn~s of said City to be known as Gneral 0bligation Bonds, consisting
<br />of one thousand six hundred bonds of the denomination of Five Thousand Dollars each, numbered 1 to 1,600 both
<br />incluseive, ~ated J~ne 1, 1968, and bearing interest from date payable semiannually on June 1, and December 1,
<br />of each year at such rate or at such different or varying rates, not to exceed six per centum per annun on any
<br />bond, as may be fixed by the City Council nrior to their execution. Both orincioal and interest of said bonds
<br />shall be payable in lawful currencM of the United States of American, at ~e Cha~e Manhattan Bank (National
<br />Association), New York, New York, an~ the said bonds shall mature serially, in numerical order as follows:
