S. Route 17A and <br />the Southern Railway right,of-way be released. <br /> <br /> This release has been requested by the property o~mer. The easement was acquired from Chesapeake by the <br />recent annexation. <br /> <br /> The Public Works Department advises me that the easement is not needed by the City.'' <br /> <br /> Motion of Mr. King to concur in the recommendation of the City 5~anager was adopted, without dissenting <br />vote. <br /> <br />- UNFINISHED BUSINESS - <br /> <br />68-158 - The following ordinance, approved on first reading at last meeting, was taken up and read: <br /> <br />"AN ORDINANCE TO ;~MBND THE CODE OF THE CITY OF PORTSMOIFrH, VIRGINIA, 1961, BY ADDING TO CHAPTER <br />31 THEREOF A NEW ARTICLE CONSISTING OF TEN SECTIONS PROVIDING FOR TNE IMPOSITION ~F ASSESS~BNTS <br />UPON ABUTTING LANDOWNERS FOR LOCAL IMPROVEMENTS~" <br /> <br />On motion of Mr. Barnes, the ordinance was adopted, and by the following vote: <br /> <br />Ayes: Smith, Barnes, Eastes, Johnson, King, .Knight <br />Nays: None <br /> <br /> 68-162 - Motion of Mr. Barnes to go in~$ the electionof members to the Coast Guard Museum Board, to <br />fill vacancies and to enlarge the board, was adopted. <br /> <br />Mr. Bastes nominated Capt. Bruce Stewart to fill the vacancy caused by the resignation of Capt. Vaughan. <br /> <br />On motion of Mr. Knight, nominations were closed. <br /> <br /> Vote ~eing taken, Capt. Stewart was elected a member of the Coast Guard Museum Board for a term expiring <br />January 31, 1970. <br /> <br /> Mr. Eastes nominated Capt. Ronald Freeman, Frank L. Kirby and Richard F. Wood to succeed themselves ~n <br />the Board for three year terms expiring January 51, 1971. <br /> <br />On motion of Mr. ¥~night, nominations were closed. <br /> <br />Vote being taken, Capt. Freeman, Mr. Kirby and Mr, Wood were elected to the Board, for the term specified. <br /> <br />Mr. Eastes nominated the following to the Coast Guard Museum Board: <br /> <br />William Webster, Cmdr., USCG, 1S10 Nodges Ferry Road, Portsmouth.- 1 year <br />Robert C. Thomas Fennell, Jr., to fill the unexpired term Of Zalmon I. Blachman, which <br />term expires May 1, 1970. <br /> <br />On motion of Mr. Knight, nominations were closed. <br /> <br />Vote being taken, Mrs. H. Thomas Fennell was elected a member of the Board, for the term specified. <br /> <br /> Mr. Barnes nominated the following to succeed themselves on the Board for ~hree year terms expiring <br />May 1,~1971: <br /> <br />Mrs. William E. Waters <br />Dr. James Parrish <br /> <br />Mr. Barnes nominaZed Mrs. Holt W.
