May 28~ 1968 <br /> <br />Notes were issued in anticipation of the issuance of a like amount of said General Obligation Bonds, and the <br />remaining $1,000,000 of the proceeds of said Bond Anticipation Notes shall be used for the purpose for which <br />said General Obligation Bonds were authorized." <br /> <br /> ~8~6§d-'?! recommend that I be authorized to sell City owned property located within the Northside <br />Urban Renewal Project to the Portsmouth Redevelopment and Housing Authority. <br /> <br /> It involves five (S) parcels of land scattered throughout the p~oject not required by the City. The <br />Authority will pay the City $20,465 for the property, the appraised value. <br /> <br />The property is located as follows: <br /> <br />1. Southside of North Street 56' feet east of intersection of North Street and Armstrong Street. <br /> <br />2. Northwest corner of Effingham Street and Glasgow Street. <br /> <br />Right-of=way of Glasgow Street lying north of center line between Peninsula Avenue and the east <br />property line of the Oak Grove Cemetery. <br /> <br />4. Southside of North Street 121 feet east of the southeast intersection of North and Armstrong Street. <br /> <br />5. Northside of North Street 28 feet east from the northeast intersection of Armstrong Street." <br /> <br /> Motion of Mr. Barnes to concur in the recommendation of the City Manager was adopted, withoUt dissenting <br />VOte. <br /> <br /> 68-170 - "I submit the attached resolution and recommend its adoption. This authorizes condermation <br />proceedings for property needed for the London-Glasgow Street Expressway. <br /> <br />This action is necessary as there are title deficiencies in the property to be acquired." <br /> <br />On motion of Mr. Knight, the roi.lowing resolution was adopted, without dissenting vote: <br /> <br />"A RESOLUTION TO PROVIDE FOR THE ACQUISITION OF CERTAIN PROPERTY BY THE CITY OF PORTSMOUTH UNDER ES~INENT <br />DOMAIN PROCEEDINGS, PURSUkNT TO CF~PTER 229 OF THE ACTS OF ASSSMBLY OF 1966, SAID PROPERTY BEING NECESSAR5 <br />FORTHE CONSTRUCTION, WIDENING AND IMPROV~v!ENT OF STATE HIGHWAY ROI~E S8 FROM THE INTERSECTION OF AIRLINE <br />BOULEVARD AND HIGH STREET TO THE INTERSECTION OF LONDON B~D EFFING}~!~ STREETS <br /> <br /> !~{EREAS, in cooperation with the Federal and State governments, State Highway Route 58 is being con- <br />strncted, widened and improved from the intersect&on of Airline Boulevard and HighStreet to the intersection <br />of London and Effinghmm Streets in the City of Portsmouth, Virginia; and <br /> <br /> WHEREAS, one of the obligations of the City of Portsmouth with respect to said project is the provision <br />of the land necessary for the construction; and <br /> <br /> WHEREAS, the City of PortsmoUth has found it to be necessary to acauire the interest hereinafter soecifie~ <br />in and to the hereinafter described parcels of land situate in the City 'of Portsmouth, Virginia, for th~ <br />pul'DOSe Of constructing, widening and improving the aforesaid State Highway Route 58; and <br /> <br /> WHEREAS, the City of Portsmouth has not been able to purchase the property described herein, necessary <br />to the project, because the owners thereof and the City have not been able to agree upon the price to be <br />paMd therefor, or the City has not been able to locate certain of the owners or because of th~ status of the <br />title of certain parcels of the property; and <br /> <br /> WHEREAS, advancement of the work and use of said State Highway Route 58 will be delayed unreasonably if <br />the said property is not made available as soon as possible. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council o~f the City of Portsmouth, Virginia: <br /> <br /> Section 1. ~ne City Attorney is directed to institute eminent domain proceedings, emplpying special <br />counsel for that purpose if he deems it advisable, against the property hereinafter described located along <br />State Highway Route 58, for the purpose of acquiring fee simple title therein, together with a temporary <br />construction easement in accordance with and pursuant to Section 23 (F) of the Charter of the City of Ports- <br />mouth (Chapter 229 of the Acts of Assembly of 1966), and to deposit to the credit of the court as provided <br />by law the sum hereinafter specified to co~ensate the respective owners of the various parcels of land, as <br />shown on those certain plans entitled Project 0058-124-102, R/~ 201 and 202, dated February 14, 1966, sheets <br />8, 9, 10 and 18, a copy of which is filed with the Department of Public Works of the City of Portsmouth, <br />Virginia: <br /> <br />PARCEL NAWIE BA{OUNT <br /> <br />050 ~aggie M. The City A~torney is authorized to proceed against each individual parcel and the respective <br />o~ers thereof or against such COmbinations of parcels and the respective owngrs thereof as he shall deem <br />advisable." <br /> <br /> 68-171 - "I recommend that the proper City Officials be authorized to sign an agreement betweem the <br />Norfolk and Portsmouth Belt Line Railroad Company and the City of Portsmouth° This is an easement for a 30" <br />force main under the railroad tracks in the vicinityc6f Spruce Street. <br /> <br /> It is needed in connection with the construction of the western diversion force main that is being con- <br />structed from Frederick Boulevard to Jamestown Avenue." <br /> <br /> <br />
