June 11, 1968 <br /> <br />At a regular meeting of the City Council, held on June 11, 1968, there were nresent: <br />R. Irvine Smith, Jack P. Barnes, George D. Eastes, Burrell R, Johnson, Isaac W. King, L. L. Knight, <br />W, T. Leery, A. P. Johnson, Jr., City Manager~ and M. A. Kerb, Jr., City Attorney <br />The meeting was opened with prayer by Father Michael Creighton, of the St. Paul's Catholic Church. <br />68-187 - The following hearing on zoning changes and use ~ermits was held: <br /> <br />Use Permit 68-9 - Petition of John~P~LMcIntyre, Jr. - Cities Service Oil Co. <br /> <br />No one snoke. <br /> <br />On motion of Mr. Barnes, the following resolution was adopted, without dissenting vote: <br /> <br />"A RESOLUTION GPANTING A USE PE~tIT FOR THE OPERATION OF AN AUTOMOTIVE SERVICE STATION AT <br />3580 AIRLINE BOULEVARD, UP 68-9 <br /> <br /> WHEREAS, Cities Service Corporation has filed an application oursuant to Section 4-2 of the Zoning <br />Ordinance of the City of Portsmouth, 1961, for the granting of a use hermit as hereinafter described; and <br /> <br /> },~EREAS, the applicant, the Planning Director and the City ~.Ianager have done all things required to <br />be done in connection with said application, and the Planning Commission has recommended the granting of <br />said use oermit, subject to the conditions hereinafter stated. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of .the City of Portsmouth, Virginial <br /> <br />A. That the use for which the use hermit hereinafter described is sought (1) will not adversely affect <br /> the health or safety of nersons residing or working in the neighborhood of the proposed use, (2) <br /> will not be detrimental to the public welfare and injurious to property or improvements in the <br /> neighborhood, and [5) will be in accord with the purpose of said Zoning Ordinance. <br /> <br />B. That Cities Service Corporation is hereby granted a use oermit, pursuant to Section 4-2 of said <br /> Zoning Ordinance, for the construction and o~eration of an automotive service station to be located <br /> on the property described as follows: Beginning at the northeast corner of Airline Boulevard and <br /> Yorkshire Road: thence northeast along Airline Boulevard approximately 176 feet; thence northwest <br /> 125 feet; thence southwest 161 feet to Yorkshire Road; thence southeast along Yorkshire Road 125 <br /> feet to the noint of origin." <br /> <br />Use Pemit 68-14 - Petition of Planning Commission. <br /> <br />No one anoke. <br /> <br />On motion of Mr. Johnson, the following resolution was adopted, without dissenting vote: <br /> <br />"A RESOLUTION GRANTING A USE PEIh%{IT FOR THE ~ERATION OF A FLORIST, NURSERY AND GARDEN CENTER AT <br />4934 HIGN STREET, ~ST, UP 68-14 <br /> <br /> WHEREAS, the Planning Commission, on its o~m motion has moved for the granting of a use permit as <br />hereinafter described; and <br /> <br /> I'~?tEREAS, the Planning ~irector and the City Manager have done all things required to be done in <br />connection with said application, and the Planning Commission has recommended the granting of said use permit, <br />subject to the conditions hereinafter stated. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia; <br /> <br />That the use for which the use hermit hereinafter described is sought (1) will not adversely affect <br />the health or safety of persons resideing or working in the neighborhood of the proposed use, <br />will not be detrimental to the nubllc welfare or injurious to property or imnrovements in the <br />neighborhood, and (3) will be in accord with the nurooses of said Zoning Ordinance. <br /> <br />That A. J. Lancaster, Jr., is hereby granted a use permit, pursuant to Section 4-2 of said Zoning <br />Ordinance, for the construction and oneration of florist~ nursery and garden center to be located <br />on the property described as follows: Beginning at the northeast corner of High Street, West and <br />Cedar Lane; thence southeast along Nigh Street, West 457 feet; thence east 402 fee%;;%~e north <br />525 feet; thence northwest 961 feet; thence southwest 439 feet to the ooint of origin." <br /> <br />Use Permit 68-15 - Petition of Atlantic Richfield Co. and George E. Dodd. <br /> <br />Attorney J. S. Li~esay spoke. <br /> <br />On motion of Mr. Barnes, the following resolution was adopted, without dissenting vote: <br /> <br />"A RESOLUTION GRANTING A USE PE~IT FOR THE OPEIATION OF AN A~FOMOTIVE SERVICE STATION AT <br />4705 PORTSMOUTH BOULEVARD, UP 68-15 <br /> <br /> %~EREAS, Atlantic Richfield Company and George E.
