At a regular meeting of the City Council, h~d on July ~, 1~68, there were present:

<br />The meeting was opened with prayer by Rev. Larry Schmidt, pastor, Redeemer Lutheran Church.
<br />
<br />68-22S.1 - The Mayor presented former Mayor Smith with the follm~ing remolutien:
<br />
<br /> "WHEREAS, Cauncilman R. Irvine Smith served as Mayor of the City of Portsmouth for eight years from 1960
<br />to 1968; and
<br />
<br /> WHEREAS, the said R. Irvine Smith devoted a great deal of time and effort to the performance of his
<br />duties as Mayor; and
<br />
<br /> WHEREAS, many worthwhile projects for the city were accomplished and strong,ends of friendship with
<br />military and naval personnel located in the area were forged during these year~ ef t~eles, s-and unselfish
<br />service; and
<br />
<br /> %~REAS, this Council will still have the benefit of the wisHdm and advice of tRe said R. Irvine Smith
<br />because of his continued service to this City as a member of this body.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, in session assembled
<br />on this 9th day of July, 1968, that the valuable contribution to the progress of the City made by Councilman
<br />R. Irvine Smith through his years of service as Mayor be acknowledged with sincere gratitude, and
<br />
<br /> BE IT FURTHER RESOLVED, that a copy of this resolution be presented to Councilman R. Irvine Smith, and
<br />that it be made a part of thepermanent records of the City Council."

<br /> Minutes of the regular meeting of June 25th, 1968, and called meetings of June 28th, July 1st and
<br />July 8th, 1968 were read and approved:
<br /> The following reports from the City Manager were read and approved:
<br /> 68-225.2 - "I submit the attached ordinance and recommend it be placed on first reading. This appropri-
<br />ates $969,051.35 for various costs related to annexation.
<br />
<br /> We have recently borrowed $8,000,000 in temporary loans to cover these costs and anticipate doing
<br />permanent fim~ncing after the first of the year.
<br />
<br /> Of the money borrowed, $7,027,008.27 has Been appropriated and pa~d to the City of Chesapeake. This
<br />appropriation will cover annexation costs (engineering, legal and court), fire apparatus and ~quipment,
<br />automotive and other equipment and school buses."
<br />
<br />On motion of Mr. Smith, the following ordinance was approved on first reading, without dissenting ~ote:

<br />"AN ORDIN;aNCE TO APPROPRIATE S969,051.35 FROM THE GENERAL CAPITAL IMPROVE~iENT FUND FOR THE PURPOSE OF
<br />PAYING INTEREST ON THE TF~PORARY LOAN NOTES, PAYING EXPENSES OF THE RECEb~ ~aNNEXATION PROCEEDINGS, AND
<br />PURCHASING FIRE APPARATUS, FIRE EQUIPMENT, AUTOMOTIVE ;aND OTHER EQUIPMENT, AND SCHOOL BUSES."
<br />
<br />-~ 68-226 - "I submit the attached ordinance and recommend it be placed on first reading. This appropriates
<br /> $15,500.O0 for the construction of a sanitary sewer line on Chowan Drive from Chereokee Road to Airline
<br /> Boulevard.
<br />
<br /> This sewer line has been requested by Wood Jo Corporation of Virginia Beach for a new resturant they are
<br />constructing on Airline Boulevard. The Cornoration is paying half the cost of this sewer facility in accord~
<br />anco withoaur policy.
<br />
<br /> Bids were received on this project and A. G. Pinkston and Company was the low bidder in the amount of
<br />$12,671.00. ~]%e balance of the funds are for engineering and contingencies. I recommend the contract be
<br />awarded to the above company."
<br />
<br /> On motion of Mr. Johnson, the following ordinance was approved on first reading, without dissenting
<br />vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $15,300.00 FROM THE GENEP~%L CAPITAL IMPROVE~E~ff FUND FOR THE CONSTRUCTION
<br />OF A SANITARY SEWER ON CHOWAN DRIVE."
<br />
<br />-- 68-227 - "I submit the attached resolution amd recommend its adoption. ~ii~ commits the City of 15%
<br /> of the cost of the survey for the right-of-way for the Western Freeway.
<br />
<br /> We have requested the Highway Department to make this survey at this time in order the proposed new sub-
<br />divisions can be developed in the area of the Freeway and not encroach on the right-of-way.
<br />
<br /> The Planning Commission has delayed approval of several subdivisions as the exact location of the right-
<br />of-way is not known. The Norfolk and ~estern Railroad is also anxious to know the location in order that they
<br />can proper~y develop their industrial tmact in West Norfolk."

<br />On motion of Mr. King, the following resolution was adopted, without dissenting vote:

<br />~'~J% RESOLUTION REQUESTING THE VIRgiNIA DEPARTMFJ~T OF HIGHWAYS TO DO THE ~RVEY WORK FOR THE l~ESTERN
<br />FREEWAY ~
<br />
<br /> WHEREAS, the Virginia Department of Highways and the Southeastern Virginia Regional Planning Commission
<br />have adopted a Regional Highway Plan for the Southeastern Virginia area: and
<br />
<br /> WHEREAS, the said Regional Highway Plan calls for the construction of a freeway from the West Norfolk area
<br />to the western city limits of the City of Portsmouth.
