August 15, 1968 <br /> <br /> 68-270 - The following letter from Rudy Costner, resigning as a d~'wector of tee Portsmouth Coast Guard <br />Museum, was read: <br /> <br /> '*It is with great regret I find it necessary' to advise you §yt~lm letter of my res.}gnation as a director <br />of tee Portsmouth Coast Guard Museum. <br /> <br /> Recent additional duties here at the bank coupled with a th_tee year program witR Rutger's University, <br />make it impossible to maintain a schedule and to function as an asset as a member of the Board. <br /> I feel it only {hit, both to myself and to the Portsmouth Coast Guard Humeum, tRat I Be relieved of duties <br />until such time as I am able to devote the proper amount of effort to this fine museum." <br /> <br /> Motion of Mr. Smith to acknowledge the resignation with regret, and tkanks for Us s~vlce on the Museum <br />Board, was adepte~, without dissenting vote. <br /> <br /> ~otion of Mr. Smith that the question of filling tee vacancy he referred to a conference of Council, was <br />adopted, without dissenting vote. <br /> <br /> 68-271 - The following letter from M. A. Korb, Jr., City Attorney, was read: <br /> <br /> "As requested by the Council, I have studied the rules of order Got meetingm of t~e Council. Accordingly, <br />I submit the attached ordinance which makes some changes in these rules. <br /> <br /> Most of the changes embodied in this ordinance reflect the change in titles from President and Vi~e <br />~resident of Council to Mayor and Vice Mayor. The ordinance will eliminate the requirement that Councilmen <br />stand when addressing the chair and the limitation to speaking twice on the same subject." <br /> <br />On motion of Mr. Eastes, the following ordinance was approved on first reading: (Mr. Smith voted 'No') <br /> <br />"kN ORDINANCE TO ~,4END TIlE CODE OF TIlE CITY OF PORT~4OL~M, VIRGINIA, 1961, BY AqENDING SECTIONS 2-6, <br />2-10, 2-11, 2-14, 2-1S, 2-19, 2-22, AND 2-23, THBREOF, ALL PERTAINING TO THE RULES OF ORDER OF THE <br />COUNCIL." <br /> <br />68-272 - The following letter from the C~ty Attorney was read: <br /> <br /> "As directed by the eouncil, I have drafted an ordinamce establishing a Charter Commission to study the <br />City Charter. The powers of the Commission will be broad enoughf~or it to either recommend changes in the <br />existing charter or to propose an entirely new one. The Commission will be required to submit its report to <br />the Council by September 1, 1969. <br /> <br /> The Commission will consist of five (5) members to be appointed by the Council. Since this Commission <br />will have a big job ahead of it, the members of the Commission should be appointed as soon as possible." <br /> <br />On motion of Mr. Smith, the following ordinance was approved on first reading, without dissenting ~ote: <br /> <br />"AN ORDINANCE CREATING THE PORTSMOUTM CHARTER C0~${ISSION, PROVIDING FOR TILE APPOINq~fENT, TERM OF <br />OFFICE, AND THE OATH OF THE MEMBERS OF SAID CO~IISSION, FOR THE FILLING OF VACANCIES ON SAID C0~ISSION, <br />FOR THE COMPENSATION OF SAID ME~4BERS, FOR THE ORGANIZATION OF SAID C0~IISSION, ~MD PRESCRIBING THE <br />RESPONSIBILITIES AND DUTIES 'OF SAID COblqISSION." <br /> <br /> 68-275 - Motion of Mr. Johnson to request the City Attorney to make a study of the possibility of <br />establishing a filing fee for City Council candidates in the gene~alelection~ to help defray the cost of <br />the election, was adopted, without dissenting vote. <br /> <br />On motion adjourned. <br /> <br />APPROVED - <br /> <br />City Clerk <br /> <br /> <br />
