SeptemDer 10, 1968 <br /> <br /> 68-292 - "The next regular scheduled meeting of the City Counci] is Seotember 24, 1968. On this date <br />the amnual Virginia Municipal League Conference is being held in Roanoke, and the majority of the members <br />of the Council will be in attendance. ! recommend that the meeting scheduled for September 24 be changed to <br />October 1, 1968." <br /> <br /> Motion 9f~Mr. Turner to concur in the recommendation of the City Manager was adopted, without dissenting <br />vote. <br /> <br />NEW BUSINESS - <br /> <br />68-293 - The following letter from the D~rector of Planning was read: <br /> <br /> "At its regular monthly meeting on September 3, 1968, the City Planning Commission publicly considered <br />and resolved to recommend approval of the three street closure p~titions listed below, subject to a final <br />determination by the Law Department that each is in order and to retention of any neeessary drainage or util- <br />ity easements: <br /> <br /> S-68-9 Application of Catalina Development Corooratinn by Attorney Jefferson B. Brown to close an <br />unnamed paper street, deemed to be 26 feet In width, lying along the northern right-of-way of Dunedin Road <br />for a length of 524 feet, approximately 367 feet east of the east line of City Park A~enue. <br /> <br /> S-68-10 Application of Charles E. Russell Associates by Attorney C. Edward Russell, Jr. to close Seventh <br />Stree~the east line of Tyre Neck Road in an easterly direction approximately 405 feet to the terminus <br />of this paper street in a swamp, just north of the Chesapeake municipal boundary behind Churchland High <br />School. <br /> <br /> S-68-11 Petition of Charles E. Russell, W. B. Spruill, and C. Meniard by Attorney C. Edward Russell, Jr. <br />mo clOse-~rd Street from the west side of Tyre Neck Road in a westerly direction 475 feet more or less to <br />its terminus at the eastern right-of-way line of the Norfolk, Franklin and Danville Railway. This is a paper <br />street north of the gas station just south of the first house on the west side of Tyre Neck Road. <br /> <br />As noted, all three of these applications deal with paper streets which have never been opened physically <br /> <br /> Motion of Mr. Johnson to refer to the City Attorney for proper handling, was adopted, without dissenting <br />vote~ <br /> <br /> 68-294 - "At its regular monthly meeting on September $, 1968, the City Planning Commission received a <br />final draft of the Churchland Area Neighborhood Analysis document. Upon your acceptance of this report, it <br />can be used to fulfill a requirement of the United States Department of Housing and Urban Development imposed <br />in the last recertification of our Workable Program for Community Imorovement on January 1, 1968. <br /> <br /> Efforts are now underway in connection ~th Comorehensive Plan revision to fuse the Neighborhood Analysis <br />document of October 1967 [the so-called 8alzer report) with this Churchland Area Neighborhood Analysis as a <br />unit dealing with residential Portsmouth. <br /> <br /> The Planning Commission, through members of City Council and the City Manager, again wishes to thank all <br />who contributed to these efforts around which futn~e olans for our community will be structured." <br /> <br />Motion of Mr. Eastes to receive as information was adopted, without dissenting vote. <br /> <br /> 68-295 - "We, the parents and friends of St. Paul's School respectfully request that we be allowed to <br />address Council Tuesday, September 10, 1968. <br /> <br /> ~e propose to discuss the recent Planning Commission decision to allow the location of a Trailway Bus <br />Station in the 600 block of %~ashington Street and within 67 feet of St. Paul's Elementary School." <br /> <br />Motion of )fa~ Mayor to suspend the rules to hear Mr. 0'Keeffe was adopted, without dissenting vote. <br /> <br />Mr. 0'Keeffe spoke and Mrs. Sue Haden presented the following petition with 857 signatures: <br /> <br /> "As the ultimate administrative authority for its citzzens in the City of Portsmouth, we the under- <br />signed citizens and/or parents respectfully request that you use the powers of your office to prevent 'the <br />carrying out the construction of the proposed Trailways Bus Depot in the 600 block of Washington Street. We <br />further request that you amend the Colonel Crawford Common ordinance to give all parties the right of appeal <br />to City Council. <br /> <br />(Signed) Raymond S. Joseph and others" <br /> <br />Motion was adopted to allow those of differing views to be heard. <br /> <br />Richard Mattox, attorney spoke. <br />Herbert E. Robertson, Jr. ~spoke. <br /> <br />The Mayor asked that ~both sides" get together and endeavor ~o iron out their difficulties. <br /> <br />68-296 - The following letter from S. L. }'~itehead, President, West Side Civic League, was read: <br /> <br /> '~he City of Portsmouth is providing school bus service to those students who reside in the newly annexed <br />area. This service is not available to the remainder of the City. <br /> <br /> It has been said many times that the Annexation Court mandated this free school bus service. No bodM has <br />said that the remainder of the City should not also enjoy the same service or that the City is not morally <br />and legally obligated to benefit all citizens alike. <br /> <br /> <br />
