<br /> 68-549 - "I submit the attached ordinance and recommend it be olace~ on first reading. This appropriates
<br />$11,000 for the purchase of uniforms and equipment for members of the P~ice Department and Fire Depa~cment
<br />auxiliaries.
<br />
<br /> This will outfit the Police auxiliary with new uniforms and new firefighting equipment for members of
<br />the Fire auxiliary. This will be the first time that new equipment has been bought for these members. They
<br />have been using the older equipment of the regular members of the Fire and Police Departments.'~

<br /> On motinn of Mr. Johnson the following ordinance was approved on first reading, without dissenting
<br />vote:

<br /> 68-35~ - "I submit the attached ordinance and recommend it be placed on first reading. This appropwiates
<br />$5,500 for the renovation of the first floor of the Municipal Building. This is the area where the SRaboard
<br />Airline Railroad train station was located.
<br />
<br /> The office of the Commissioner of Revenue will be moved to this location, which will make it more
<br />convenient for ~itizens having to do business with the Commissioner of Revenue office and the City TreasurerSs
<br />office.
<br />
<br /> This remodeling will include new flooring, ceCling and necessary electrical work. It is also necessary
<br />that we provide air-conditioning for this area."

<br />On motion of Mr. Smith, the following ordinance was approved on first reading, without dissenting vote:

<br />OF THE ~iUNICIPAL BUILDING TO HOUSE THE OFFICE OF T}tE COM~4ISSIONER OF THE REVENUE."

<br /> 68-351 - "t submit the attached resolution and recommend its adoption. Th~s appoints five viewers for
<br />the closing of Fairfax Avenue from Jefferson Street to Oak Street.
<br />
<br />The Planning Commission has approved the closing of this street."
<br />
<br />Dn motinn of Mr. Eastes, the following resolution was adopted, without dissenting vote:

<br />"RESOLUTION APPOIN~FING VIEWERS FOR CLOSING A PORTION OF FAIRFAX AVF~\RJE
<br />
<br /> WI~P~AS, Mordecai Ricks has made application~o%~acate and close that oortion of Fairfax Avenue which
<br />runs diagonally from the south side of Jefferson Street to the east side o~ Oak Street, and it appearin~
<br />that notice of the application and request for the appointment of viewers was duly posted on October 7, 1968,
<br />on the bulletin board of the Circuit Court of the City of Portsmouth, on the bulletin board of the Court of
<br />Hustings for the City of Portsmouth, and on the bulletin board of the Municipal Court for the City of
<br />Portsmouth.

<br /> NON, THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia, that R. A. Craig,
<br />Jr., Robert D. Vick, Millard C. Norman, Louis J. Leitner and Frank N. Bilisoly be appointed viewers to v~ew
<br />said street and report to this Council in writing whether in tI%ei~ ooinion any, and if any, whet l~nconveniB~ce
<br />would result from vacating and closing the aforesaid part of Fairfax Avenue.~

<br /> 68-352 - "I submit the. attached resolution and recommend its adoption. ~is endorses the State bond issue
<br />for higher education and mental institutions that is to be voted on at the November 5 election. This. i~
<br />mI'tted as requested by the City Council."

<br />On motion of Mr. Smith, the following resolution was adopted, without dissenting vote:

<br />"A RESOLUTION ENDORSINGGTHE STATE'S S81,000,000.~0 BOND ISSUE AND URGING T[{E VOTERS OF
<br />PORTSMOUTH TO APPROVE THE ISSUJANCE OF SAID BONDS
<br />
<br /> t'RIEREAS, the Gneral Assembly of Virginia at its 1968 session authorized the issuance of
<br />bonds by the Commonwealth of Virginia, subject to the approval of the electorate at a referendum to be held
<br />on November 5, 1968; and
<br />
<br /> ~%IiEREAS, $15,770,000.00 of the proceeds from the sale of said bonds will be used for the improvement
<br />and expansion of mental hospitals, and the remaining $67,230,0~0.~0 of the proceeds will be used similarly for
<br />institutions of higher learning; and
<br />
<br /> I~REAS, both purposes for which the bonds are to be issued are important to the continued gro~kand
<br />development of the economy of Virginia; and
<br />
<br /> I~REAS, the availability of state funds for other ~ital projects, such as port development, are contingen.
<br />upon the issuance of said bonds;
<br />
<br /> NO~, T~REFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it hereby endorses
<br />tlie State's $81,000,000.00 bond issue and strongly urges all of the voters of Portsmouth to approve t~ie i~u-
<br />ance of these bonds by voting "yes" on November 5, 1968."
<br />
<br /> 68-355 - "t recommend that the proper City officials be authorized to sign a right-of-way easement between
<br />the Virginia Electric and Power Company and the City of Portsmouth. T~is easement covers a Dower line instal-
<br />lation for portable classrooms at Churchland Academy~ This is a standard form of easement signed when power
<br />lines are installed across City property."
