At a regular meeting of the City Council, held on October 22, 1968, there were present: <br /> <br />Jack P. Barnes, George D. Eastes, James W. Hollex, Burrell R. Johnson, Isaac W. King, R. Trvine <br />Smith, Raymond~!T~rmer, ~ ~. ~s,~,~$s~t,.tDaC~g~and M. A. Korb, Jr., City AttOrney. <br /> <br />The meeting was opened with pr~.M~- by Rabbi Leo E. Turitz Of Temple Siani. <br /> <br />Minutes of regular meeting held on October 8, 1968 were ~ead and approved. <br /> <br /> The Chair recognized students of various high schools nad junior high schools who will participate in <br />National Education Week, November ll~h - 15th. <br /> <br />The following zoning hearing was held: <br /> <br />68-345- Petition Z 68-24 - Kittrell and South by CJrl E. Bowers. <br /> <br />Mr. Bowers spoke. <br /> <br /> On motion of Mr. Johnson, the following ordinance t.ms approved on first reading, with one dissenting <br />vote - Mr. Turner. <br /> <br />'+ZONING ~t~ENDMENT ORDINJaNCE Z 68-24" <br /> <br />Petition Z 68-28 - Woodrow Brmnch. <br /> <br /> Motion of Mr. Smith to concur im the recommendation of the Planning Commission to deny the petition was <br />granted, without dissenting vote. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 68-346 - "I submit'it.the attached ordinance and recommend it be olaced on first reading. This es~ablishes <br />an age limit of twelve years of age, and time limit of 8:~0 P.M. fo~ cbildren "trick or treat~ng" on Halloween <br />night. This ordinance is being submitted wit5 the hopes that we can reduce vandalism and prohibit any un- <br />fortunate occurrences such as we had last Halloween. <br /> <br /> To make this ordinance effective for the coming Halloween night, it will be necessary thataa ~pecial <br />meeting be he~d for final adoption of this ordinance. I recommend that this meeting be held on Friday, <br />October <br /> <br />Motion of Mr. Turner that the following ordinance be approved on first reading: <br /> <br />"AN ORDINJuNCE TO A. qEND THE CODE OF THE CITY OF PORT~qOUTH, VIRGINIA, 1961, BY ADDING- THERETO <br />TWO NB3{ SECTIONS NUMBERED 19-82 AND 19-85, P~tO~{IBITING PERSONS O~ER T[tE AGE OF TWELVE YE~LRS FROM <br />ENGAGING IN THE ACTIVITY ~qO~ AS ~TRICK OR TREAT' AND PROHIBITING SUCH ACTIVITY AFTER 8:0:0 P.M., <br />R~SPECTtVELY." <br /> <br /> 68-347 - "I submit the attached ordinance and recommend it he placed on fiT~t reading. Tlti~ appropriatex <br />$2,207.0G for the Hampton Roads Health-Information Referral Center. <br /> <br /> This represents a 1.70155 per capita cost as Portsmouth's participatimB shar~ with the four cities in the <br />Tidewater area, the two peninsulm cities, along with Isle of Wight County, Nansemond County, Sout~V~mpton County, <br />the cities of Franklin and Suffolk and Accomac~ Count~ and Northampton County on Eastern S~ore. The a~ove <br />cities and counties are financing 45% of the cost of operating this center and the state is funding 55%. <br /> <br /> This center was established with State Health Department endorsement in 1965 bT a grant from tee Un~ed <br />States Public Health Service for a three year period, ending June $0/ 1968. The operation has Been <br />successful and has achieved recognition as among the most comprehensive health data resource l~ndexes that <br />exists in the country. The data contained in the center on health facilities, programs and services in t~e <br />Hampton Roads area, is not only of great importance today, but will be essential to the realistic development <br />of regional health planning. <br /> <br /> At thelast meeting of the City Council, you endorsed the establisP~ent of the Tid~ater ViTginia Regional <br />Health Planning Council, and it is my understanding t~t this center will become a part of this planning council <br />when it is organized." <br /> <br />On motinn of Mr. King, the following ordinance was approved on first reading, without dissenting vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $2,207.00 FROM ~{E GENERAL FI~D AS THE CITY'S S~R~ OF THE COST <br />OF OPERATION OF THE HEAL~{ INFO~{ATtON-RBFERRAL CENTER." <br /> <br /> 68-348 - "I submit the attached ordinance and recommend it be placed on first reading. This appropriates <br />$70,000 for the replacement of building and equipment lost in the fire July 3, 1968, at our maintenance building <br />on Frederick Boulevard. <br /> <br /> This building was struck by lightning, and over $45,000 in radios'and test equipment was destroyed, and it <br />is costing approximately $25,000 to repair and replace the building damage. <br /> <br /> The building and part of t:heequipment was covered by insurance. There was a large mmoUnt of radio equip- <br />ment in the building at this time that would not have normally been there, as ~re ~re in the process of <br />installing it on our automotive equipment; therefore, it Was' not covered by insurance. <br /> <br /> The insurance ctaimfor this fire has not been settled at this time; therefore, I ammuable to advise you <br />of the amount ~o be recovered." <br /> <br />On motion of Mr. Holley, the following ordinance was approved on first reading, without dissenting vote. <br /> <br /> <br />
