Se- tember 8 .1998 <br /> <br />Councilman Whitehurst commended the Mayor on the new bumper <br />stickers, Portsmouth, Virginia... "1 Wasn't Born Here But I Got Here <br />As Fast As I Could." He asked that the Mayor consider another <br />saying, "1 Was Born In Portsmouth And I'm Not Leaving," and one <br />that says, "1-Wasn't Born In Portsmouth But I'm Proud To Work <br />There." Mr. Whitehurst indicated that while we give them away now, <br />we might want to consider charging a $1.00 in the future. <br /> <br />Mayor Holley stated that our name bank for boards and <br />commissions is almost depleted and indicated that we are in need of <br />volunteers to serve on our many boards and commissions. <br /> <br />98-222 <br />1. <br /> <br /> Non.Agenda Speakers <br /> Helen Person, 1314 Green Street, spoke concerning the condition of the <br /> Ebenezer Parsonage on Effingham Street. <br /> Raleigh Harsley, 2124 Peach Street, spoke about the Lee Ward Civic <br /> League not being a part of the Empowerment Zone. <br /> <br />· Mr. Robinett asked that someone from the Portsmouth <br /> Redevelopment and Housing Authority meet with Mr. Harsley and <br /> talk with him about the designation. <br /> <br />Mayor Holley asked the City Manager to review the Prentis Park area <br />for stricter enforcement of code violations and he proposed more <br />stringent codes. City Manager to come back to Council with an <br />information report. <br /> <br />· Mr. Benn stated we need to get tough on absentee landlords. <br /> <br />Mr. Moody also commented on absentee landlords as predators and <br />indicated that the City should not tolerate code violations and <br />absentee landlords. <br /> <br /> · Mr. Whitehurst asked about working with the courts on these issues. <br /> Motion by Mr. Berm, and seconded by Mr. Griffin, to allow Ms. Slade <br />two (2) additional minutes to speak, and was adopted by unanimous vote. <br /> <br />3. Arnetta Slade, 1111 Mount Ray Drive, Surry, Virginia, complained that a <br /> Farmer's Market vendor is using abusive language and behavior. <br /> Asked for Council's assistance. <br /> <br />· Mr. Griffin asked the City Manager to look into the situation at the <br /> Farmer's Market and report back to Council. <br /> <br />· Mr. Whitehurst asked the City Manager to have someone contact Mr. <br /> Fallon for information. <br /> <br />4. Cliff Slade, 1111 Mount Ray Drive, Surry, Virginia expressed concern <br /> for the safety of his family at the Farmer's Market. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Griffin, to allow Ms. Sheila <br />Joseph two (2) additional minutes to speak, and was adopted by <br />unanimous vote. <br /> <br />Sheila Joseph, 137-139 Grand street, spoke regarding the former I. C. <br />Norcom and Truxtun schools as training sites. <br /> <br />Michael B. Hamar, 555 Main Street, Norfolk, Virginia, counsel for <br />Merrifields Estates, requested a resolution approving PRHA's <br />multifamily housing revenue bonds. <br /> <br /> <br />
