Se- tember 8 .1998 Councilman Whitehurst commended the Mayor on the new bumper stickers, Portsmouth, Virginia... "1 Wasn't Born Here But I Got Here As Fast As I Could." He asked that the Mayor consider another saying, "1 Was Born In Portsmouth And I'm Not Leaving," and one that says, "1-Wasn't Born In Portsmouth But I'm Proud To Work There." Mr. Whitehurst indicated that while we give them away now, we might want to consider charging a $1.00 in the future. Mayor Holley stated that our name bank for boards and commissions is almost depleted and indicated that we are in need of volunteers to serve on our many boards and commissions. 98-222 1. Non.Agenda Speakers Helen Person, 1314 Green Street, spoke concerning the condition of the Ebenezer Parsonage on Effingham Street. Raleigh Harsley, 2124 Peach Street, spoke about the Lee Ward Civic League not being a part of the Empowerment Zone. · Mr. Robinett asked that someone from the Portsmouth Redevelopment and Housing Authority meet with Mr. Harsley and talk with him about the designation. Mayor Holley asked the City Manager to review the Prentis Park area for stricter enforcement of code violations and he proposed more stringent codes. City Manager to come back to Council with an information report. · Mr. Benn stated we need to get tough on absentee landlords. Mr. Moody also commented on absentee landlords as predators and indicated that the City should not tolerate code violations and absentee landlords. · Mr. Whitehurst asked about working with the courts on these issues. Motion by Mr. Berm, and seconded by Mr. Griffin, to allow Ms. Slade two (2) additional minutes to speak, and was adopted by unanimous vote. 3. Arnetta Slade, 1111 Mount Ray Drive, Surry, Virginia, complained that a Farmer's Market vendor is using abusive language and behavior. Asked for Council's assistance. · Mr. Griffin asked the City Manager to look into the situation at the Farmer's Market and report back to Council. · Mr. Whitehurst asked the City Manager to have someone contact Mr. Fallon for information. 4. Cliff Slade, 1111 Mount Ray Drive, Surry, Virginia expressed concern for the safety of his family at the Farmer's Market. Motion by Mr. Benn, and seconded by Mr. Griffin, to allow Ms. Sheila Joseph two (2) additional minutes to speak, and was adopted by unanimous vote. Sheila Joseph, 137-139 Grand street, spoke regarding the former I. C. Norcom and Truxtun schools as training sites. Michael B. Hamar, 555 Main Street, Norfolk, Virginia, counsel for Merrifields Estates, requested a resolution approving PRHA's multifamily housing revenue bonds.
