Se tember8 1998 <br /> <br /> "ORDINANCE TO AMEND CHAPTER 30 OF TH E CODE OF THE CITY OF <br />~ORTSMOUTH, VIRGINIA, 1988, BY AMENDING SECTIONS 30-116, 30-118, <br />30-120, 30-236(a), 30-238, AND 30-240 THEREOF PERTAINING TO <br />EMPLOYEE RETIREMENT SYSTEMS." <br />Ayes: Berm, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />98-219 <br /> <br /> Adoption of a resolution requesting the Portsmouth <br />Redevelopment and Housing Authority conduct a study and make <br />recommendations regarding the r~idtown area. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution requesting the Portsmouth Redevelopment and <br /> Housing Authority conduct a study and make recommendations <br /> concerning the Midtown area. <br /> <br />Put ose and Need: <br /> <br />· With its limited land area, Portsmouth is dependent upon each district <br /> of the City performing to its optimum capabilities economically and <br /> meeting high standards of physical condition. The Midtown area of the <br /> City is a most important commercial and residential district. <br /> <br />· Conditions in parts of the Midtown area do not currently meet economic <br /> and physical goals and are causing negative impacts on the district's <br /> performance. <br /> <br /> · Chapter One of Title 36 of the t950 Code of Virginia, as amended, (the <br /> "Act"), gives the Portsmouth Redevelopment and Housing Authority the <br /> power to investigate such conditions and to make studies for, and <br /> recommendations to, the City Council relating to such sub-standard <br /> conditions and their abatement. The recommended remedy may include <br /> establishment of a redevelopment and conservation plan for the more <br /> deteriorated sections of the area. <br /> <br />· There is no significant financial impact associated with the preparation <br /> of a study and recommendations concerning the need for the creation <br /> of a redevelopment and conservation plan in the Midtown area. <br /> <br />· A report to City Council will include the estimated cost of implementing <br /> the recommendations. <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to adopt the <br /> following resolution, and was adopted by the following vote: <br /> "RESOLUTION REQUESTING THAT THE PORTSMOUTH <br /> REDEVELOPMENT AND HOUSING AUTHORITY STUDY THE NEED FOR A <br /> REDEVELOPMENT PLAN FOR THE MIDTOWN AREA OF THE CITY. <br /> WHEREAS, the City Council is concerned about the possibility of <br /> deteriorating conditions in the Midtown area of the City; and <br /> WHEREAS, said conditions may be best addressed by the creation, <br /> adoption and implementation of a redevelopment plan for the Midtown area <br /> pursuant to the Virginia Housing Authorities Act, (the "Act"), set forth in <br /> Title 36 of the Code of Virginia; and <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority, <br /> (the "Authority"), is authorized by the Act to investigate and to study such <br /> conditions and to make recommendations to this Council related to <br /> existing problems. <br /> <br /> <br />
