November 26. 1968 <br /> <br />68-563 - The following ordinance, approved on first reading at last meeting, was take~ up m~d read: <br /> <br />"AN ORDINANCE TO CLOSE A PORTION OF THIRD AND SBVEN~{ ST~S IN CMURCI{LAND." <br /> <br />On motion of Mr. Turner, the ordinance was adopted and By tee follewing vote: <br /> <br />Ayes: Barnes, Hastes, Molley, Johnson, Smith, Turner <br />Nays: None <br /> <br /> 68-570 - Requested improvement to Jordanville Lane, on which action was delayed until this meeting, was <br />taken up. <br /> <br /> Motion of Mr. Hastes that, in view of the legal obligationm to ~ove error lanes, if ~ordanville Lane <br />is improved, the Council not instruct the City Manager to do anything further in regard to tfl~'s land and ~hat <br />the residents be advised bf the reasons this action is being taken. <br /> <br /> SubstituSe motion of Mr. Eastes that the matter ~e referred to the Cz'fy ~ttorneT for a legal opinion as <br />to whether the City can furnish by renting to the property owners a grader, and operator (or bT any other legal <br />measure~ at a nominal cost, the owners to direct the wor~, wam adopted, w~ZHout d£~enting vote. <br /> <br />68-572 - The following ordinance, approved on first reading at last meeting, was taken up and read: <br /> <br />"AN ORDINANCE TO AV~ND THE CODE OF TliH CITY OF PORTSMOLrrM, VIRC1N1A, 1961, BY ADDING T~.RET0 A NEtf <br />SECTION NUMBERED 31-20.1, REQUIRING THE OVERHANGING PORTIONg OF BUSHES, SHRU~g, TREES AND O~lliHR <br />PLANTS TO BE TRI[~4ED SO AS NOT TO INTERFERE }~IITH THE PUBLIC PASSAGE." <br /> <br />On motion of Mr. Smith, the ordinance was adopted and by the following vot~: <br /> <br /> Ayes: Barnes, Eastes, Itolley, Johnson, Smith, Turner <br /> Nays: None <br /> -~'NE~/ BUSINESS - <br />68-596 - The following letter from the Director of Planning was read: <br /> <br /> "At it regular monthly meeting on November 5, 1968, the City Planning Commission reso!~ed to recommend <br />approval of a group housing project titled "Hodges Manor Apartments" as submitted by David I. Levine. <br /> <br /> The site involved lies on the north side of Cherokee Road just east of Elmhurst Lane and-was zoned R-60 <br />last year (zoning application Z-67-21~. <br /> <br /> The developer proposes 128 garden apartments on 6.36 acres of land. These dwelling units would be located <br />in five buildings. The site provides for 192 off-street parking spaces and three designated "Recreation*' areas." <br /> <br /> ~6~$~ff ef'M~. Bastes to concur in the recommendation of the Planning Director, to approve the project, was <br />adopted, without dissenting vote. <br /> <br />68-397 - The following letter from the Director of Planning was read: <br /> <br /> "At its regular monthly meeting on November 5, 1968, the CityPlanning Commission resolved to recommend <br />lease, but not sale, of land in Pinners ~oint sought by Messrs. Foley and officials of our Fort and Industrial <br />Commission for back-up facilities to serve Portsmouth Marine Terminals. <br /> <br /> Eventually this land will be needed for construction of an interchange between the HArbor Drive (Inner <br />Beltl Freeway and the Western Freeway (slated for future inclusion in the I~terstate and National Defense Highway <br />s~stem)~ <br /> <br /> A precedent for such action was established last year when land a~jacent to Interstate 264 was reserved for <br />a futnre interchange hetSeen that freeway and the proposed Inner Belt Metropolitan Loon Freeway; this municipal <br />property was leased for a five year period, at which time it may be ren~gotiated on a year-to-year basis. <br />On this basis, Portsmouth can project progress being made in Pinners Point while searching for an andeptable <br />means through which to claim the adjacent residential area for deep water port redevelopment. <br /> <br /> The Cpmmiasion expresses its continued ~nterest in this program so vital to th~-future welfare of our <br />community." <br /> <br /> Motion of Mr. Bastes that the City Manager be directed to advertise this land for lease was adopted, without <br />dissenting vote. <br /> <br />68-598 - The following letter from the Director of Planning was read: <br /> <br /> "At its regular monthly meeting on November S, 1968, the City Planning Commission resolved to recommend <br />approval of street closure pe%i~ion S-68-15 Which related to a forty-foot alley off South Street beeween the <br />Ida Barbour Park Public Housing Project and the Weaver Redevelopment Project and an off-street parking lot <br />serving commerce across South Street. <br /> <br />Applicants are the Portsmouth Redevelopment and Housing Authority and Cherry R~alty Corporation. <br /> <br />There are no known utilities, and elimination ~of this alley would benefit the a~ea." <br /> <br />On motion of Mr. Johnson, referred to the City Attorney, without dissenting vote. <br /> <br /> <br />
