<br />At the regular meeting of the Cfty' Councfl, held on November 26, 1968, there were present:

<br />The meeting was opened with prayer by Rev. Harem ~. Craver, pastor, Him Avenue Methodist Church.
<br />
<br /> Minutes of the regular meeting held en November 12, 1968 and called meeting of November 18, 1968 were re~d
<br />and approved.
<br />
<br /> 68-388 -The following hearing on vacating a portion of the plat of Green Lakes Subdivision was held:
<br />
<br /> *'The Portsmouth City Council will hold a Fnlbl~c hearing on November 26, 1968, in the Council Chamber,
<br />Fourth Floor of the Municipal Building at ?:SO P.~,~., or as soon thereafter as it may be beard, on the following
<br />mat ter:
<br /> An ordinance to vacate that portion of the plat of Green Lakes Subdivision, Section S, designated thereon
<br />as Lots S through 15 inclusive, ~md Lots 17 through 25 inclusive.
<br />
<br />The Planning Commission recommends approval.
<br />
<br /> A copy of the proposed ordinance is posted on~the bulletin board outside the Council Chamber for examination
<br />by interested parties."
<br />
<br />On motion of Mr. Smith, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br />"AN ORDINANCE TO VACATE THAT PORTION OF TF~E PLAT OF GREHN LAKES SUBDIVISION, SECTION 5, DESIGNATED
<br />-TN~RL~/~N AS LOTS 3 THROUGH IS, INCLUSIVE, ~D LOTS 17 THROUGH 2S, INCLUSIVe."
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 68-389 - "I submit the attached ordinance and recommend it be placed on first reading. This imposes a
<br />license tax upon persons he~ding mixed beverage restaurant license.
<br />
<br /> This provides that every person engaged in dispensing mixed beverages shall be liable for license taxes
<br />as ~ollows:
<br />
<br />1. Persons operating restaurmnts including restaurants located on premises of and operated by hotels or
<br /> motels.
<br />
<br />a. For each restaurant with a seating capacity at tables for 50 to 100 persons - $200.00.
<br />
<br />b. For each restaurant with a seating capacEty at tables for more thamt 100 but not more than
<br /> 150 persons - $350.00.
<br />
<br />c. For each restauraat with a seating capaci~cy at tables fOr more than 150 persons - $500.00.
<br />
<br /> 2. A private non-profit club operating a restaurant located on the ~remises of such club ~ $350.00.
<br />
<br /> It further provides that the Commissioner of' Revenue cannot issue such a license until such person has
<br />secured the proper State license."
<br />
<br />On motion of Mr. Hastes, the following ordinance was approved on first reading, witheuti:dissenting vote:
<br />
<br />"AN ORDINanCE TO ~2~NDSECTION 57 OF THE LICENSE TAX ORDINANCE OF THE CI~f OF PORTS~IOUTH, 196S,
<br />IMPOSING A LICENSE TAX UPON PERSONS HOLDING ~IXED B~VERAGE RESTAURANT LICENSES."
<br />
<br /> 68-390 - "I submit the attached two ordnances and recommend their adoption. The first ordinance adopts
<br />the 1968 edition of the National Electrical Code. ~e are currently using the National Electrical Code. This
<br />merely readopts the 1968 edition of this Codethat has recently been published.
<br />
<br /> The second ordinance adopts amendments to the National Code to meet local conditions. This ordinance pertafi
<br />to wiiing methods for elecrical service entering a building. It also prescribes the methods of installation for
<br />disconnection from service conductors and the location where the disconnecting means shall be installed. We have
<br />previously adopted this ordinance when we adopted the National Electrical Code."
<br />
<br />On motion of Mr. Smith the following ordinmuce was a~proved on first reading, without dissenting vote:
<br />
<br />"AN ORDINANCE TO AM'~D SECTION 9-12 OF TH~ COD~ OF ~ CITY OF PR~TS~UTH, VIRGINIA, 1961,
<br />PERTAINING TO ADOPTION OF THE NATIONAL ELHCTRICAL CODE, 1968 EDITION."
<br />
<br />On motion of Mr. Smith, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br />"AN ORDINANCE TO AMEND SECTIONS 2~-44 and 2~0-70, OF THE NATIONAL ELECTRICAL CODE, 1968,
<br />PERTAINING TO WIRING METHODS AND DISCONNECTING ~MS GENERALLY."
<br />
<br /> 68-391 - "I submit the attached ordinance mud recommend it be placed on first reading. This designates the
<br />Water Department as the Department of Public Utilities.
<br />
<br /> It transfers the division of sanitary sewers from the Public ~orRs D~artment to the Department of Public
<br />Utilities. This will incorporate our revenue producing facilities under one departmont, and will allow us to
<br />finance our sewer construction with utility revenue bonds. These bonds ~ill not be charged against the debt limit
<br />of the City~"
