This commends Chandler Harper <br />for winning the Senior World's Golf Tournament in England. Pt also commends him for his efforts in bringing <br />this tournament to the City of Portsmouth in 1969." <br /> <br />On motion of Mr. Smith, the following resolution was adopted, wiZhout dissenting vote: <br />"A RESOLUTION COMMFaNDING CHANDLER H;dRPBR AS A CITIZEN ~¥D SPORTSMAN <br /> <br /> ?~g-IEREAS, Chandler Harper has contributed untiringly through the years to the betterment of the City of <br />Portsmouth and this Community as a~citizen and sportsman; and <br /> <br /> }fHEREAS, during his years in Professi anal Golf he bas been an accomplished and able ambassador for this <br />City and has on many occasions been responsible for projects which cast favorable light upon our City; and <br /> <br /> WHEREAS, in 1968, by winning the World Seniors Championship at Dundee, Scotland, Mr. Harper, as in other <br />years and at other tournaments, has again earned the highest respect of his fellow citizens for his out- <br />standing abilities upon the golf course; and <br /> <br /> WP~REAS, through the efforts of Mr. Harper the 1969 World Seniors Championship will be played in this <br />City; and <br /> <br /> NO,V, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, this 14th day of <br />January, 1969, that the important contributions to the betterment of his native city and the personal achieve- <br />ments and honors of Chandler Harper be publicly acknowledged with genuine appreciation and heartfelt gratitude; <br />and <br /> <br /> BE IT FURTHER RESOLVED, that a copy of this resolution be presented to Mr. Chandler Ha~per, and that it be <br />made a part of the permanent records of the City." <br /> <br /> 69-11 - "I recommend that ~he proper City officials be authorized to sign a release for a utility easement <br />on a lot in Highland Biltmore at the co~ner of Deep Creek Boulevard and Elliott Avenue. <br /> <br /> This easement has never been used by the City. National Investor Cmrporation has requested the release <br />of this utility easement." <br /> <br />Motion of Mr. Tanner that the authorization be granted was adopted, without dissenting vote. <br /> <br /> 69-12 - "The Norfolk and W~stern Railway Company has docketed for hearing before the State Corporation <br />Commission on March 10, a petition from the railroad companies for review and collection of the assessment for <br />taxation of certain of their properties subject to local taxatinn for 1968, and for the right to recover excess <br />taxes paid with interest. <br /> <br /> Many other railroad companies have joined with this effort on the part~ of the Norfolk and Western and <br />therefore, it is probable that this case will affect practically every city, town and county in Virginia. <br /> <br /> Between the efforts of the Vir~j~ia Municipal League and the League of Counties, a meeting has been held <br />of representatives from cities and counties in Virginia. A decision was made to oppose this effort by the <br />railroads. A stee~ing committee has be~0 appointed and our City Attorney is a member to assist in this liti- <br />gation before the State Corporation Commission. T~e cost of any legal counsel and tax pxperts which are de- <br />cided upon, will be divided proportionately ~mong tt~ local units of government desiring to be represented in <br />this case. I recommend that the City of Portsmouth participate in this action and that the City Attorney be <br />authorized to represent Portsmouth." <br /> <br />M~ien of Mr. Turner is concur in the recommend of the City Manager was adopt~, without dissenting vote. <br /> <br /> 69-15 - "The ¢oll~aps~ of a bridge across the Ohio River at Point Pleasant, West Virginia in 1967, focused <br />attention on the condition of highway bridges throughout the country.. As a result of this, the Bureau of <br />Public Roads and the Virginia Department of ~igh~ays, in aneffort to prevent such incidents in Virginia, requir~ <br />the inspection of all highway bridges and the. repair of same where needed. <br /> <br /> The Virginia Department of Highways and the Pffblic Works Department made inspections of the West Nor~olk <br />Bridge and the Ch~rchland Bridge. We have been able to repair and improve conditions of the West Norfolk Bridge <br />with our maintenance funds. <br /> <br /> The inspection of the Churchland Bridge revealed major repairs are needed. THis bridge was built in 1952 <br />and taken into the City January 1, 1968. The inspections showed that the bridge, due probably to the lack of <br />pre.entative maintenance, is in need of repairs and that the repairs should be made as soon as possfble in order <br />to prevent further deterioration. <br /> <br /> Plans and specifications were prepared for the necessary repairs to the Churchland Bridge and bids were <br />received on January 8, 1969. Lhe invitation to bid was set up in such a manner that the st.~uctural work and <br />the painting could be bid separately. The following bids were received:. <br /> <br />for structural repairs: <br />W. F. Magann Corporation <br />Masonry Resurfacing and Construction Company <br /> <br />$59,697.5~ <br />95,028.00 <br /> <br />for the cleaning and painting: <br /> <br />~urgess_~. Brothers $20,757.00 <br /> <br /> <br />
