<br />and approved.
<br />
<br /> 69-1 - The following public hearing on zoning was b_eld:
<br /> "Proposed Ne~ Office Residential 0R-75 Zoning District '~
<br /> Donald A. Garrett spoke.
<br />
<br /> Motion of Mr. Johnson to approve the recommendation of the Planning Commission for a new zoning
<br />District 0R-75.
<br />
<br /> Motion of Mr. King to emend paragraph {g), Section 5-7 by deleti~lg the last ~entence '~rhe sum of the
<br />two side yards shall not be less than 25 per cent of ttie plot ~ridtb" was adopted.
<br />
<br /> Vote being taken, the emended motion was adopted and tIl~ following ordinance approved, on first reading,
<br />without, dissenting vote.

<br /> 69-1 - Zoning Petition Z 68-55 - City of Portsmouth by the City Planning Commission to rezone the
<br />following areas - Area A, Area B and Area C.
<br />
<br /> Motion of Mr. King to concur in the recommendation of the Planning Commission and to place the following
<br />ordinance on first reading, was adopted, without dissenting vote:
<br />

<br /> 69-1 - Zoning Petition Z 68-56 - Virginia Bell %~right, et al

<br /> Norman Olitsky, attorney and Ray Eure spoke.
<br />
<br /> Motion of Mr. Smith to concur in the recommendation of the Planning Commission to rezone to R-75 and to
<br />place the following ordinance on first reading, was adopted, without dissenting vote:

<br /> The following reports from the City Manager were read:
<br />
<br /> 69-2 - "The Department of Housing and Urban Development ~as authorized the City to proceed with improve-
<br />ments to the old Armory on Elm Avenue, under the Neigbbor~iood Facilities grant. We are authorized to expend
<br />up to $171,167 of Federal funds for this project. The City is not required to make any cash contribution to
<br />this project.
<br />
<br /> ~{hen the old Armory is renovated, it will provide recreational facilities, t~ealth, welfare and other
<br />related services and the center will be operated on a full-time basis.
<br />
<br /> I recommend I be authorized to employ the firm of Yates, Boggs, Berkeley and Service to complete the
<br />necessary drawings, in order that we can advertise for bids for improvements to this building."
<br />
<br /> Motion of Mr. Smith to concur in the recommendation of the City ~anager was adopted, without dissenting
<br />vote.
<br />
<br /> 69-3 - "I submit the attached ordinance and recommend it be placed on first reading. ?mis appropriates
<br />$$,597.75 as the City of Portsmouth's share in the Hempton Roads Joint Transportation Study. This represents
<br />Portsmouth's share of the Southeastern Virginia Regional Planning Co~ission's cost in this joint study. The
<br />Peninsula Regional Planning Commission will contribute $20,500 and the ~outheastern Virginia Regional Planning
<br />Commission will contribute $20,500 and the Virginia Department of Highways $41,000 for a total of $82~000.
<br />
<br /> The purpose of this study is to make specific recommendations regarding additional crossings of Hampton
<br />Roads under varying economic conditions. The study is also for the purpose of tying together the highway~plan
<br />of the Peninsula Regional Planning Commission with that of the Southeastern Virginia Regional Planning
<br />Commission.
<br />
<br />The expenditure of these funds by the City of Portsmouth is subject to the other communities of the
<br />Southeastern Virginia Regional Planning Commission, also appropriating their pro-rate share for this study."
<br />
<br /> On motion of Mr. Johnson, the following o~dinance was approved on first reading, without dissenting vote:
<br />
<br /> "AN ORDINANCE TO APPROPRIATE $3,59~.~ FROM THE GSNERAL CAPITAL I~tPROVF34~T F~qD AS THE CITY'S
<br /> SHARE OF THE COST OF THE ~LM4PTON ROADS JOINT TR;~NSPORTATION STUDY."
