307 <br /> <br />Sanuary 28, 1969 <br /> <br /> The Commission senses that you may wish to include some of i:ts membership among those named to the special <br />Committee, or you may wish to instruct the group to work with a new Planning Commission suBcommltt e. <br /> <br />You% sense of municipal directionin this vitalmatter is thus solicited bY the Plann~ng Commlss£on." <br /> <br />Motion of Mr. Smirk to refer to conference was adopted, without dissenting ~ote. <br /> <br />69,55 - The following petition from residents of the 2800 block of Columbus Avenue was read: <br /> <br /> "We, the undersigned qualified voters, property owners and residents of the 28 hundred bloc~ of Columbus <br />Avenue, which extnnds from Portsmouth Boulevard to the Deep Creek Boulevard, most respectfully request that <br />action be taken at once to improve ~his street. <br /> <br /> The immediate conditions are: the lack of proper drainage, a ditch on each side of the street,~and the <br />need for curbs and gutters. Because of the lack of proper dra~nag, water stands in large puddles in winter <br />and summer, which becomes stagnant this causing a health problem. <br /> <br /> Your favorable consideration and action on this matter will afford the relief most needed in this 'section <br />of the City at this time." [Signed Mrs. McPall C. Gourdine and others] <br /> <br /> Motion of Mr. Holley that the City Manager include this in the long-range curb and gutter program and <br />that the petitioners be so advised, was adopted, without dis~nting vote. <br /> <br /> The City Manager advised that there are no funds available in the curb and gutter program at this time; <br />therefore it could not be considered before July, but t~nporary action will be taken to improve the condition. <br /> <br />69-36 - ~ne following letter from Dr. Call.mn was read: <br /> <br /> "Although I have enjoyed both my previous tour of duty on the Redevelopment and Housing Authority and my <br />most recent tenure on the Planning Commission, it has ~een more and more of a struggle to honor my respmnsibil- <br />ities to the Planning Commission because of otber commitments. <br /> <br /> Since the period of my appointment is now at a recognizable end, please convey my desires to my friends <br />on the City CoUncil to receive my resignation." <br /> <br /> Motion of Mr. Holley that the resignation he accepted with regret and that a letter be sent to Dr. Callaha~ <br />thanking him for his services, was adopted~.without dissenting vote. <br /> <br />69-57 - ~ne following letter from Mrs. Mable D. Jackson, 1500 Richmond Avenue was read: <br /> <br /> "I read in the Virgininn Pilot paper Sunday that you are planning a meeting Tuesday night to consider <br />rezoning certain residential sections. <br /> <br /> I have operated a Beauty Parlor at 617 Bffingham Street for a number of years, but was forced to close <br />due to the fact that I had an i~valid husband. <br /> <br /> Since that time he has passed and I need to operate a beauty parlor as my only means of support. (Atl500 <br />Richmond Ave.) <br /> <br />I applied for license, but my request was refused. <br /> <br />I h~you will reconsider this request at your meeting Tuesday night." <br /> <br /> Motion of Mr. Hastes that Mrs. Jackson be advised to make application for re-zoning through, the Planning <br />Department, was adopted, without dissenting vote. <br /> <br /> 69-38 - Motion of Mr. Hastes that the City Attorney review the report of the Committee on Constitutional <br />Changes and prepare a list of items which would affect the City of Portsmouth, for the Council's study; also <br />that Mr. Cleaves Manning be informed that the City Attorney is studying the matter, was adopted, without dis- <br />sent~ng vote. <br /> <br /> 69-39 - Motion of Mr. King that tribute be paid to Admiral Jotm ~. W. Cummings, retired, a respected and <br />outstanding citizen of PortsmoRth, who has recently died, by adopting a resolution in his honor and me~o~y~ a <br />copy to be sent to Mrs. Carrie Jackson, his.§iSter~ was adopted. <br /> <br />Motion of Mr. Smith that a copy of the "Tribute to the Flag" written by Admiral Cummings, be displayed in <br />Council Chamber, was adopted, without dissenting vote. <br /> <br />On motion adjourned. <br /> <br />APPROVED - <br /> <br />City Clerk <br /> <br /> <br />
