Bryan Teague, pastor, F~rst Friends Church. <br /> <br />Minutes of regular meeting held on January 14, 1969, were read and approved. <br /> <br /> 69-24 - On motion of Mr. Smith, rules were suspended to hear Mr. Frank Cadilon, of the American War <br />Veterans, who introduced Miss Becky Barclay, the local winner g./~ <br /> <br />Miss Barclay presented the award-winning essay entitled '~Freedom's ~allenge". <br /> <br />69-25 - The following public hearing on zo~g was held: <br /> <br />Petition Z 69-1 - R~B'Realty by Harold C. Beaver <br /> <br />Mr. Beaver spoke. <br /> <br /> Motion of Mr. Smith to concur in the recomm~ndatiem of the Planning~Commission for rezoning to R 75 and <br />to place the following ordinance on first reading, was adopted, without dissenting vote: <br /> <br />"ZONING ~4BNDMBNT ORDINANCE Z 69-1" <br /> <br />Petition Z 69-5 - Matthew J. Howell by John L. Tynch <br /> <br />Mr. Tynch spoke. <br /> <br /> Motion of Mr. King to concur in tee recemmendation of the Planning Commission and to olace the following <br />ordinance on first reading, was adopted, without dissenting vote: <br /> <br />"ZONING N4ENDMENT ORDIN;uNCE Z 69-3" <br /> <br />Use Permit 69-1 - Petition of James G. Luster <br /> <br />No one spoke. <br /> <br /> Motion of Mr. Bastes to concur in the recommendation of the Planning Commissionand.tp approve th~ followin <br />resolution was adopted, without dissenting vote: <br /> <br />"A RESOLUTION GRANTING A USE PER~ITFOR THE EXPANSION ~ND OPERATION OF AN <br />AUTOMOTIVE SERVICE STATION AT THE CORNER OF HIGH STREET AND EL~ AVENUE, UP §9-1. <br /> <br /> ~HEREAS, Petroleum Service Company by James G. Luster has made application pursuant to Section 4-2 of <br />the Zoning Ordinance of the City Portsmouth, I961, for the granting of a use permit as hereinafter described, <br />and <br /> <br /> WHEREAS, the applicant, the Planning Director and the City Manager have done all things required to be <br />done in connection with said application, and the Planning Commission has recommended the granting of said use <br />permit, subject to the conditions hereinafter stated. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br />That the use for which the use permit hereinafter described is ought [t) will not adversely <br />affect the health or safety of persons residing or working in the neighborhood of the proposed <br />use, (2) willnot be detrimental to the public welfare or injurious to oroperty or improvements <br />in the neighborhood, and [5) will be in accord with the purposes of sai~ Zoning Ordinance. <br /> <br />That Petroleum ServiCe Company is hereby granted a p~ep~rmlt, subject to site plan restrictions, <br />pursuant to Section 4-2 of said Zoning Ordinance, for the expansion and operation of an existing <br />automotive service station located On the property described as follows: <br /> <br />Beginning at the northeast corner of High Street and Elm Avenue; thence north 186 feet to a point; <br />thence east I00 feet; thence south 75 feet; thenc~ east 75 feet; thence south 1i$ feet to the north <br />line of High Street; thence west 175 feet to the point of ' ' " <br /> <br />Use Permit 69-2 - Petition of Merrifields ~ater Company, Inc. <br /> <br />No one spoke~ <br /> <br />On motion of Mr. King, the following resolution was adopted: <br /> <br />"A RESOLUTION GRANTING A USE PE~4IT FOR THE CONSTRUCTION AND OPERATION OF A WATER PUMPING <br />STATION ON PROPRRTY IN TH~ MBRRIFI~LDS SUBDIVISION, UP 69-2 <br /> <br /> ~REAS, Merrifields Water Company, Inc. has filed an application pursuant to Section 4-2 of the <br />Zoning Ordinance of the City of Portsmouth, 1961, for the granting of a use permit as hereinafter deshribed; and <br /> <br /> }~tERBAS, the applicant, the Planning Director and the City ~{anager have done all things required to be <br />done in connection with said application, and the Planning Commission has recommended the granting of said use <br />permit, subject to the conditions hereinafter stated. <br /> <br /> <br />
