69-60 - "t submit the attached ordinance and recommend it be placed on first reading. This amends the <br />City Cede pertaining to the establishment of a Citizens~ Advisory Committee. <br /> <br /> This establishes a Citizens' Advisory Committee to be composed of 1S members, all of whom shall be <br />residents of the City. The members of the Committee shall be appointed by the Council for terms of three years <br />provided that of those first appointed, five shall be appointed for one year, five for two years, and five for <br />three years, with the terms commencing on April 1, 1969. The ordinance further provides that no person shall <br />serve as a member of the Committee for more than two consecutive three-year terms, or in any event, for more th <br />eight consecutive years." <br /> <br />On motion of Mr. King, the following ordinance was approved on first r~adlng,~ ' without dissenting vote: <br /> <br />"AN ORDINJ~CE TO REPEAL 0RDIN;uX~CE NO. 1964-2, AND ALL ORDINANCES ;J4ENDATORY THE~OF, AND TO BJv~END THE <br />CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY ADDING TO CHAPTER 2 THEREOF, A NEFf ARTICLE CONSISTING <br />OF NINE SECTIONS, PERTAINING TO THE ESTABLISi~4EN~r OB A CITIZBi~S ADVISORY CO~B~ITTHE AND ITS ORGJ~NIZATION <br />AND DUTIES." <br /> <br /> 69-61 - "I submit the attached agreement between the Virginia Electric and Power Company and the City of <br />Portsmouth and recommend that the proper City officials be authorized to sigll. This agreement covers an under- <br />ground power line easement to serve the sewerage treatment plant in Pinners Point." <br /> <br /> On motion of Mr. Holley, the proper city officials were authorized to sign the agreement, without dissentin <br />vote. <br /> <br /> 69-62 - "I submit the attached agreement between the Norfolk and Portsmouth Belt Line Railroad Company and <br />~ke..City~of Portsmouth and recommend that %he proper City officials be authorized to sign. This agreement cover <br />the construction of a sewer line under the raiJlroad t~acks In t~e vicinity of Scott Center. <br /> <br /> The Navy has requested the construction of this ~ewer line to serve Scott Center. The construction will be <br />done at the expense of the Government." <br /> <br /> Motion of Mr. Johnson that the proper city o~ficial be authorized to sign the agreement was adopted, with- <br />out dissenting vote. <br /> <br /> 69-63 - "I submit the attached agreement between the J.L.and P. Corporation, Lin-Bud Corporation, and the <br />City of Portsmouth, and recommend that the proper City officials be authorized to sign. This agreement covers <br />of~-street parking space to be used by Lin-Bud Corporation. <br /> <br /> Lin-Bud CorporationCCorporatinn desires to construct a building but they do not have sufficient off-street <br />parking for a building permit to be issued. Therefore, J.L. and P. Corooration has agreed to enter into an <br />agreement encumbering part of their property for parking ar~a for Lin-B~d Corporation. The execution of this <br />agreement will allow the building official to issue a building permit." <br /> <br /> On motion of Mr. Holley, the proper~cityo"~fzc~als' ' were authorized to s~gn~ the agreement, without dissentin <br />vote. <br /> <br /> 69-64 - "At a meeting of the City Council in 3anuary, 1969, it was requested that I make a reoort to the <br />Council in 50 days concerning burglaries in the City -- partionlarly in the Prentis Park and Brigh%on areas. <br /> <br /> Although it is realized that the citizens of Portsmouth are primarily concerned with crime as it affects <br />them, it is believed that in order to 'place the crime of burglary in its proper perspective in relation to other <br />major crimes in Portsmouth and throughout the nation, it is necessary to search not only Portsmouth nolice re- <br />cords but also the national recoreds. For reference on the national crime rate we have used the Federal Bureau <br />of Investigation's I~niform Crime Report for 1967 and released on August 27, 1968. <br /> <br /> In 1967, burglaries rose by 16% over 1966 according to the Uniform Crime Reports. The long-term rise in <br />daytime residence burglaries, 187%, isthe h.lghest~ of any of the seven m~jor crimes~ reported exceot bank' rob- <br />bery, 278%. Daytime residence burglaries rose 20% in 1967 over 1966. ~ <br /> <br /> The above is offered as a background to establish a basis for conmarison in discussingthe crime of burglary <br />in the City of Portsmouth. Like the rest of the nation~ burglaries ha~e been on the increase in Portsmouth dur- <br />ing the past several years, with daytime residence burglaries accounting for the biggest increase.
