<br />At a regular meeting of the City Couflcil, ~eld on February 25, 1969, there were present:

<br />The meeting was opened with prayer by Mr. King.
<br />
<br />Minutes of the regular meeting held on February 11, 1969 were read and approved.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 69-55 - "I submit the attached ordinance and recommend it be placed on first reading. This appropriates
<br />$678,267 for an addition to the Hodges Manor Elementary School and the replacement of the Westhaven School
<br />that was destroyed by fire.
<br />
<br /> Th® low bid for the Hodges Manor School was $236,255 and the low bid for the Westhaven School was $452,930
<br />The contractor offered a low bid of $'665,767 for the combined bid on the two schools ands/he, School Board is
<br />requesting the addition of an alternate of $12,500 for site improvements to the Hodges Manor School, making
<br />a total of $678,267.
<br />
<br /> This construction will add 10 additional classrooms to the Modges Manor School and 16 classrooms at the
<br />Westhav~n School replacing the building destroyed hy fire, plus the older building currently being used at
<br />Westhaven."
<br />
<br />On motion of Mr. Johnson, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $678,277.00 FROM THE GENEP~&L CAPITAL IMPROVidENT FJND FOR /]{E
<br />CONSTRUCTION OF ADDITIONS TO THE HODGES MJ~NOR ELEHENTARY SCHOOL ~%ND THE WHSTHAVEN ELEMENTARY
<br />SCMOOL."

<br /> 69-56 - "I s~omit the attached ordinance and recommend it be placed on first reading. This appropriates
<br />$3,500 for the purchase of mechanical imprinters for the Portsmouth Police Department.
<br />
<br /> In 1968, the General Assembly enacted a law establishing a uniform traffic citation for the entire
<br />~ate. The uniform citations became effective January 1, 1969, and the use of the imprinters became effect-
<br />ive July 1, 1969. In the future, State Drivers Licenses will be the embosses type, such as the gasoline
<br />credit cards, which will require the need for this mechanical imprinter. The estimated cost of these im-
<br />printers is $60 each and we will need fifty-five (55). They will be purchased through the State Division of
<br />Purchasing."
<br />
<br />On motion of Mr. King, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $3,300.00 FROM THE GENERAL FUND FOR THE PURCHASE OF MECHANICAL
<br />IMPRIN~fERS."
<br />
<br /> 69-57 - "I submit the attached ordinance and recommend it be placed on first reading. This appropriates
<br />$831 as the City of Portsmouth's share in litigation before the State Corporation Commission. This is a
<br />case where the Norfolk and Western Railway Company, joinedbyother railway companies in the state, have
<br />brought suit to reduce the assessments on trackage and signal equipment, and have further requested a return
<br />of excess 1968 taxes with interest that they have already paid.
<br />
<br /> The cities and towns in Virginia have joined together to fight this case and this is portsmouth's pro-
<br />rata share, based on the amount of trackage and signal equipment assessed in the City of Portsmouth."
<br />
<br /> On motion of Mr. Holley, the following ordinance was approved on first reading, without dissenting
<br />vote:
<br />
<br /> "AN ORDINkNCB TO APPROPRIATE $831.00 FROM THE GENERAL FO~4D AS THE CITY"S SHARE OF ~HE COST
<br /> OF PARTICIPATIO~ IN THE RAILROAD ASSESSMENT CASES."
<br />
<br /> 69-58 - "I submit the attached ordinance and recommend it be placed on first reading, lq]is establishes
<br />the procedure for removal and aisposition of abandoned automobiles in accordance With an act adopted by the
<br />General Assembly at the 196B se~s~6n~ This establishes the procedure for the disposition of unclaimed auto-
<br />mobi!es~ inoperable abandoned automobiles, and the procedure for the demolition of these vehicles. It also
<br />will reduce the time the City is required to retain these automobiles from 90 days to 60 days."
<br />
<br />On motion of Mr. Hastes, the following ordinance was approved on first reading, without dissenting vote:

<br />"AN ORDINANCE TO AMhJ~D T~ CODE OF TIlE CITY OF PORTSMOUTM, VIRGINIA, 1961, BY ADDING TO CHAPTER 18
<br />THEREOF, A NEW ARTICLE CONSISTING OF SEVHN SECTIONS, Pd!LATING TO .THE DISPOSITION OF ABJ~DONBD MOTOR
<br />VBItlCLES."
<br />
<br /> 69-59 - "I submit the attached ordinance and recommend it be placed on first reading. This amends
<br />Sections S,14~ 15, 20 and 21, and adds a new section No, 3-22. These sections deal with the control and
<br />custody of aO~S.
<br />
<br /> It requires the owners of all dogs to have them on a leash when the dog is on any public street, alley
<br />or square of the City. It further requires the Game Warden to catch and turn over to the Portsmouth Humane
<br />Society for impounding all dogs found running at large Off of an owner's premise. It also makes the owner of
<br />a dog responsible for any destruction to another person's property by the dog, and prohibits the owner from
<br />keeping a dog which howls or harks to such an extent as to annoy any oZher person between th~ hours of 10:00p.n
<br />and 6:00 a.m."
