September 22, 1998 <br /> <br /> At a Regular Meeting~ <br />1998, there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. <br />Pitts, J, Thomas Berm III, William E. Moody, Jr., ChaHes B..Whitehurst, Sr., <br />City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. <br /> <br />~esday, September 22, <br /> <br /> Councilman Pitts opened the meeting with prayer, which was followed <br />by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor HoMey called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to approve the <br />minutes of a Called Meeting on September 8, 1998, and a Regular Meeting on <br />September 8, and was adopted by unanimous vote. <br /> <br />98-226 Presentations: <br /> <br />· Proclamation presented to Arabia Temple No. 12 for "Arabia Temple No. 12 <br /> Day." <br />· Proclamation presented to Chief Hugh Osborne, Portsmouth Fire Rescue, <br /> and Emergency Services, for "Fire Prevention Week." <br />· Presentation to Gloria Creecy for the "Girls Incorporated Center for <br /> Youth." <br /> <br />- Public Hearing - <br /> <br />98 - 227 Public hearing on proposed amendments to the City Code: <br /> <br />(a) CA-98-02 ClTYWIDE - The City of Portsmouth requests an amendment to <br /> Section 33 of the Subdivision Ordinance and Chapter 40 of the <br /> Zoning Ordinance of the City Code to provide for residential <br /> infill subdivisions, procedures governing their approval, and <br /> standards that may be applied to such subdivisions. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to concur with <br />the recommendation of the Planning Commission, and that CA-98-02 be <br />approved on first reading, and was adopted by a 6-0 vote. <br /> <br />(b) CA-98-04 CITYWIDE - The City of Portsmouth requests to amend Table 40- <br /> 44-2 of the Zoning Ordinance of the City Code pertaining to Yard <br /> Requirements: Residential Zoning Districts <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to concur with 'the <br />recommendation of the Planning Commission, and that CA-98-04 be approved <br />on first reading, and was adopted by a 6-0 vote. <br /> <br />(c) CA-98-05 CITYWIDE - The City of Portsmouth requests a code amendment <br /> to Chapter 40 of the Zoning Ordinance of the City Code to <br /> amend the Use Table to include Funeral Homes and Antique <br /> Shops, to delete Section 40-164 pertaining to properties formerly <br /> zoned R-60-A, and to make technical changes, corrections, and <br /> additions. <br /> <br /> Motion by Mr. Benn, and seconded by Mr, Whitehurst, to concur with <br />the recommendation of the Planning Commission, and that CA-98-05 be <br />approved on first reading, and was adopted by a 6-0 vote. <br /> <br />- Unfinished Business. <br /> <br />98 - 216 Use permit application: <br /> <br /> <br />
