September 22, 1998 At a Regular Meeting~ 1998, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, J, Thomas Berm III, William E. Moody, Jr., ChaHes B..Whitehurst, Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. ~esday, September 22, Councilman Pitts opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor HoMey called the meeting to order and welcomed all in attendance. Motion by Mr. Pitts, and seconded by Mr. Griffin, to approve the minutes of a Called Meeting on September 8, 1998, and a Regular Meeting on September 8, and was adopted by unanimous vote. 98-226 Presentations: · Proclamation presented to Arabia Temple No. 12 for "Arabia Temple No. 12 Day." · Proclamation presented to Chief Hugh Osborne, Portsmouth Fire Rescue, and Emergency Services, for "Fire Prevention Week." · Presentation to Gloria Creecy for the "Girls Incorporated Center for Youth." - Public Hearing - 98 - 227 Public hearing on proposed amendments to the City Code: (a) CA-98-02 ClTYWIDE - The City of Portsmouth requests an amendment to Section 33 of the Subdivision Ordinance and Chapter 40 of the Zoning Ordinance of the City Code to provide for residential infill subdivisions, procedures governing their approval, and standards that may be applied to such subdivisions. Motion by Mr. Benn, and seconded by Mr. Whitehurst, to concur with the recommendation of the Planning Commission, and that CA-98-02 be approved on first reading, and was adopted by a 6-0 vote. (b) CA-98-04 CITYWIDE - The City of Portsmouth requests to amend Table 40- 44-2 of the Zoning Ordinance of the City Code pertaining to Yard Requirements: Residential Zoning Districts Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to concur with 'the recommendation of the Planning Commission, and that CA-98-04 be approved on first reading, and was adopted by a 6-0 vote. (c) CA-98-05 CITYWIDE - The City of Portsmouth requests a code amendment to Chapter 40 of the Zoning Ordinance of the City Code to amend the Use Table to include Funeral Homes and Antique Shops, to delete Section 40-164 pertaining to properties formerly zoned R-60-A, and to make technical changes, corrections, and additions. Motion by Mr. Benn, and seconded by Mr, Whitehurst, to concur with the recommendation of the Planning Commission, and that CA-98-05 be approved on first reading, and was adopted by a 6-0 vote. - Unfinished Business. 98 - 216 Use permit application:
