Se~3tember 22. 1998 <br /> <br />Mr..Whitehurst s, tated that the primary mission of the Portsmouth School <br />Foundation is to provide scholarships to students getting ready to go to <br />college and it provides innovative grants to teachers to enhance <br />education. <br /> <br />· Mr. Griffin thanked the Council who joined with him in maintaining the <br /> Mayor's schedule during his absence. <br /> <br />98 - 233 Non-Agenda Speakers <br /> <br />1. Fred Pemberton, 1809 High Street, spoke about renovations to 600 - 604 <br /> Elm Avenue and being denied assistance by PRHA to relocate. <br /> <br />Mayor Holley referred this matter to management staff and asked that <br />staff facilitate a meeting between Mr. Pemberton and the Portsmouth <br />Redevelopment and Housing Authority. <br /> <br />2. Luanne Dunn, 215 Ashburn Road, representing the Cradock Business <br /> Association, spoke to improvements to the Cradock Business District. <br /> <br />· Council asked that staff review the list of items presented by Ms. Dunn <br /> and take action where possible. <br /> <br />Ral6i'gh Ha~'sley, 2124 Peach Street, representing the Lee Ward Civic <br />League, spoke of his community being left out of the Empowerment Zone <br />and Vision 2005 plans. <br /> <br />· Mr. Whitehurst asked Mr. Harsley to provide a list of his concerns and <br /> to submit it to the City Manager for his review. <br /> <br />4. William E. Copeland, 2107 . Staunton Avenue, spoke regarding <br /> contamination in the Elizabeth River and the superfund site. <br /> <br />Richard L. Cleveland, 1731 Maple Avenue, Vice President of the Prentis <br />Place Civic League, spoke about trash pickup, streets not being swept, <br />RS-60, and hoUsing violations, <br /> <br />6. Zelma Rivin, 220 Washington Street, spoke about a bowl-a-then to benefit <br /> the Children's Museum of Virginia scheduled for November 7, 1998. <br /> <br />Mr. Griffin spoke on the death of super-star Junius Kellogg. Mr. Kellogg is <br />a member of the Virginia State Hall of Fame and I. C, Norcom Hall of Fame. <br />Funeral arrangements are scheduled for Wednesday, September 23, 1998 <br />at 11:00 a.m. from Ebenezer Baptist Church. Mr. Kellogg was a former I. C. <br />Norcom graduate. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to go into Executive Session <br />pursuant to provisions of Section 2.1-344 of the Code of Virginia, for discussion or <br />consideration of the following: <br /> <br />1. Appointments by Council to committees, boards, or commissions, as <br /> permitted by Subsection (A)(1). <br /> <br />2. Condition, acquisition, or use of real property for a public purpose, or the <br /> disposition of publicly held property, as permitted by Subsection (A)(3), <br /> said property being in the Churchland and Simonsdale, Midtown, and <br /> downtown areas of the City. <br /> <br />Motion was adopted by unanimous vote. <br /> <br /> <br />
