Hatch 11. 1969 <br /> <br />- NEW BUSINESS <br /> <br />69-80 - The following letter from the Portsmouth. Coast Guard Museum was read: <br /> <br /> "We appreciate very much the cooperation of the City Council in giving us a full complement of our Board. <br />It seems that we have difficulty in maintaining a full complement. <br /> <br /> It is with much regret that we na~e ~een zn_o~meo the reslonatlnn=or Mr. John Carey from the Board. <br />Although Mr. Carey had not been~on the Board very long, we felt that he had much to offer to us and had been <br />an asset in his short time. <br /> <br /> We would appreciate very much if an appointment c~uld be made as a replacem6nt for Mr. Carey, as soon as <br />possible. We have p~eviously submitted suggested names and would be happy to submit additional names if the <br />Council so desires." <br /> <br /> Motion of Mr. Holley that the resignation be received with regret and the vacancy be referred to a <br />conference, was adopted, without dissenting vote. <br /> <br />69-81 - The ~ollo,~mng letter from the Harrison Ward Ci~.ic League was read: <br /> <br /> "On behalf of the residents of Harrison Ward in general and the residents of the North Truxton Section <br />in particular, permission is herewith requested for an appearance ~efore the Honorable City Council at your <br />regular meeting set for Tuesday, March 11, 1969 and for a presentation by our spokesman Mr~ Robert L. McCurdy <br />of 3309 Armistead Drive. The presentation will include the filing of a petition to the Honorable City Council <br />begging immediate relief from existing conditions related to Dublic works. <br /> <br /> The Honorable City Council is also requested to hear and acce~t a resolution from the Harrison Ward Civic <br />League relating to the same emergency matters of wh~c~. MT. AcCurdy will be complaining." <br /> <br /> Mr. HcCurdy spoke re: conditions in N. Truxton. <br />imorovements in Harrison Ward mud suggested that Mr. <br /> <br /> The City Manager presented a re~ort on anticipated <br />~4cCurdy contact the Director of Public Works regarding <br /> <br /> Purvis H. Ridhardson smoke regarding conditions in Piedmnnt Heights area and presented the following <br />resolution: <br /> <br />"WHEREAS - We, the officers and members of the Harrison Ward Civic League of Portsmouth, Virginia <br /> have once again been made aware of the serious problems of drainage and related matters <br /> affecting the residents and homeowners of the North Truxton Section of cur Ward; <br /> <br />I~REAS - By official action of this League, the residents of the North Truxton Section have been assured <br /> of our full support in their quest for relief from the conditions now existing; <br /> <br />~D <br /> <br />WHEREAS - The oroblems of which ~h~ North Truxton Residents complain have existed for a long time with- <br /> out correction; <br /> <br />NOW, THEREFORE <br /> <br />- The Officers and Members of the Harrison Ward Civic League resolve to join the affected re- <br /> sidents in their orderly petition to tke Honorable City Council of Portsmouth, Virginia; <br /> <br />Fa~D IN THIS CONNECTION <br /> <br />WE <br /> <br />- Urge upon the Honorable City Council that it hear and consider the oleas and petition of the <br /> North Truxton Residents, and cause such acts to be performed by appropriate City departments <br /> as are necessary to correct the conditions complained of; <br /> <br />AND FURTHER <br /> <br />THAT <br /> <br />- A copy of this resolution be fil6~{!with the Honorable City Council at the earliest public <br /> meeting of that Body at which we may be heard." <br /> <br />On motion of Mr. Smith the question of improvements to Harrison Ward was referred to the City Manager. <br /> <br />69-82 - The following letter from the Director of Planning was read: <br /> <br /> "At its regular monthly meeting on ~{arch 4, 1969, the City Planning Commission resolved not to recommend <br />amendment of the Zoning Ordinance so as to make "single ~amily dwelling"a non-conforming use in high densify <br />Residential R-60 zoning districts. <br /> <br />The Commission and the Building Official feel that this wnuld create a vast number of non-conforming <br />structures which would render dist}~ct hardship upon many homeowners in older parts of the community. Conceiv- <br />ably, this could also create problems in our Neighborhood Conservation Project areas just as new urban renewal <br /> programs are beginning to move lo,yard. <br /> <br /> The Commission also gave consideratiou to platting possibilities for tracts of R-60 vacant lmnd in out- <br />lying areas. There is nothing to bar a developer interested in creating 6,000 square foot lots from placing <br />upon each a two family dwelling (or duplex). <br /> <br /> The City Hanager has been fum~ished a map upon which is shown areas of the older com~munity in which sub- <br />stantial n~mbers of single ~ammly dwelling structures ~ould be rendered non-conforming if this particular item <br />were stricken from the list of permitted ~s~ea.'' <br /> <br /> <br />
