Mastracco, Jr. spoke for the application. <br /> <br /> E. W. Lewis, representing Westhaven Park Civic League, L. T. Winslow, Corey Dell, vice president, <br />Democratic Committee spoke in opposition. <br /> <br />Motion of Mr. Holley to deny the use permit was adopt~, with one dissenting vote, <br /> <br />that of Mr. Smith. <br /> <br />69-90 - The following zoning ordinance was read: <br /> <br />";~ ORDINANCE TO ;~qEND /NtH ZONING 0RDINJuNCE OF ~{E CITY OF PORTSMOI~H, 1961, BY A~iENDING <br />SECTION 5-7 THEREOF, PROVIDING DIMENSIONAL REQUIRHMHN~FS FOR T}~ CONSTRUCTION OF ROW HOUSES <br />IN ~{E RESIDENTIAL R-7S DISTRICT." <br /> <br />No one spole~ <br /> <br />On motion of Mr. Hastes, the ordinance was approved on first reading, without dissenting vote. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 69-91 - "I sffbmit the attached ordinance and recommend it be olaced on first reading. This appropriates <br />$10,000 for improvements to the intersection of Victory Boulevard ~nd Airline Boulevard. <br /> <br /> The right-of-way has been donated and we will now be able to add an additional lane on Airline Boulevard <br />through this intersection. This will provide approximately three times the existing capacity for ta~s~ ' ~nt~r-' ~ <br />section. The estimated cost for the traffic improvements to this intersection is $2,600. <br /> <br /> l~%ile this intersection is.under construction, it will also be in the interests of the City to install <br />a storm drainage system to eliminate the flooding condtions at this intersection.
