<br />That Sinclair 0il Corporation is hereby granted a use permit, subject to site plan restrictions,
<br />pursuant to Section 4-2 of said Zoning Ordinance, for the reopening_ and operation of an existing
<br />automotive service station located on the property described as follows:

<br />Beginning at a point 143 feet Southeast of the Southeast corner of High Street and Rockbridge Road;
<br />thence Southeast albng High Street 125 feet to a point; thence Southwest 100 feet to Princeton Place;
<br />thence running Northwest 116 feet to a point; thence running Northeast 92 feet to a point; thence
<br />running Northwest 9 feet to a point; thence running Northeast 8 feet to the point of beginning."

<br />Ordinance of the City of Portsmouth, 1961, for the granting of a use permit as hereinafter described; - ·

<br /> ~tEREAS, the applicant, the Planning Director and the City Mmnager have done all things required to be
<br />done in connection with said application, and the Planning Commission has recommended the grant~ng of said
<br />use permit, subject to the conditions hereinafter stated.

<br />Roads Sanitation District Commission P~mping Site; thence running North along said site 162.75 feet
<br />to the Southern right of way line of said railway; thence running East along said right of way 200

<br />Democratic Committee spoke in opposition.

<br />Motion of Mr. Holley to deny the use permit was adopt~, with one dissenting vote,

<br />that of Mr. Smith.

<br />On motion of Mr. Hastes, the ordinance was approved on first reading, without dissenting vote.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 69-91 - "I sffbmit the attached ordinance and recommend it be olaced on first reading. This appropriates
<br />$10,000 for improvements to the intersection of Victory Boulevard ~nd Airline Boulevard.
<br />
<br /> The right-of-way has been donated and we will now be able to add an additional lane on Airline Boulevard
<br />through this intersection. This will provide approximately three times the existing capacity for ta~s~ ' ~nt~r-' ~
<br />section. The estimated cost for the traffic improvements to this intersection is $2,600.
<br />
<br /> l~%ile this intersection is.under construction, it will also be in the interests of the City to install
<br />a storm drainage system to eliminate the flooding condtions at this intersection. It will require the instal-
<br />lation of a 52-inch culvert to handle this water and will cost approximately $6,800."
