<br /> 69-110 - "I submit the attached resolution and recommend its adoption. This endorses the TOPICS program
<br />of the Federal Government. This is a new Federal a~d progrmm to improve roadways in a Type II system which
<br />are not now eligible for Federal aid. This will allow the City to designate additional streets that carry a
<br />large volmme of traffic and ara not on the primary highway system to be eligible for financing with the
<br />Federal Government paying S0%, the State SS%, and the locality 1S%.
<br />
<br /> It is also necessary ~ * study be made on a regional basis in order that these streets can qualify.
<br />This resolution authorizes the Southeastern Virginia Regional Planning.C°mmissi°n to make 'B'~.m= study."

<br /> i~EREAS~ the Southeastern Virginia Regional Planning Commission has recommended endorsement of the
<br />~st~olishment of an Urban Traffic Operations Program to improve Capacity and Safety [TOPICS) and a ?ype
<br />II System of roadways as presented by the Virginia Department of Highways and amended by the eligible local
<br />jurisdictions; and~
<br />
<br /> WHEREAS, the TOPICS Program is a new Federal-aid Program to improve roadways classified into a Type II
<br />System which are not now eligibie for Federal aid; and~
<br />
<br /> ~L~A~, t~e jum~ification of the proposed improvements can be best accomplished by a regional approach
<br />with the local share distributed on a~per ~
<br /> capita basis; and~
<br />
<br /> %~]4EREAS, the Southeastern Virginia Regional Planning Commission approves the endorsed T~pe II System
<br />for all cities of the Region;
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it hereby
<br />endorses the Urban Traffic Operations Pr~mam to Improve Capacity and Safety (TOPIC~) and designates the
<br />Southeastern Virginia Regional Planning Commission as coordinating agent for the Regional TOPICS Program as
<br />an addition to the current Continuing Transportation planning process.
<br />
