This appropriates <br />$1~445 as the City of Portsmouth's share of the cost of the mass transit study to be made by the Southeastern <br />Virginia Regional Planning Commission in conjunction with the State Highway Department. <br /> <br /> This study had been recor~ended by the Continuing Transportation Study Technical and Policy Committees <br />and the RegionalAdvisory Eommittee on Mass T~ansit. The Southeastern Virginia Regional Planning Commission <br />took action at its meeting of March St, 1969, to pursue the development of a Regional Mass Transit Study <br />through the Virginia Department of Highways as an extension of the Southeastern Virginia Regional Transporta- <br />tion S~udy of 1962 and the Continuing Transportation Planning Process. <br /> <br /> %~e mass transit study is to be funded by the State ~nd Federal Highway Research Fund monies with local <br />participation mmomnting to approximately 12-1/2% of the total cost. It is estimated that the local share <br />will not amount to more ~han $16,000 ~nd the Planning Commission has agreed to allocate $5,000 from its re- <br />serves and the Elizabeth River Tm%nel Co~nission will contribute an additional $2.500 making ~he total cost <br />to t~.politicaI sub-divisions $8,500. This makes Portsmouth's pro-rata share 17% or $1,$45 based on popu- <br />lation, Portsmouth will not contribute its local cost unless ail of the:political ~ub-divisions agree." <br /> <br />On motion of Mr. King, the following ordinance was approved on first reading,without dissenting vote: <br /> <br />"At< ORDiNAaYCE TO APPRPRtATE $1,445.00 FROM THE GENERAL ~A~ t~A~ IMPROVEMENT voND AS THE <br />CITY'S SNARE OF THE COST OF ~HE t~IASS TR?@,ISIT STUDY." <br /> <br /> 69-120 - "I submit the attached resolution and recommend its adoption. This resolution endorses the <br />proposal of the Division of State Planning and Co~;munity Affairs concerning Planning District No. 20 which <br />would include the Cities of Chesapeake, Franklin, Norfolk, Suffolk, Virginia Beach, Portsmouth and the <br />Counties of Isle of Wight, Nansemond, Southmmpton. The estsJ~lishment of these ~tanning Districts was <br />authorized in the 1968 session of the Virginia General Assembly and is to become effective July 1, 1969. <br /> <br /> This resolution further endorses the establishment of an entirely new agency with new administrative <br />planning machinery which would be subject to the approval of all nine political sub-divisions who are to be <br />members, I further recomJ~end that I be authorized to present this resolution at the public hearing to be <br />held on Wednesday night, ~pril 2S, ~969, in the City'of Norfolk." <br /> <br />On motion of ~]r.' Smith, the following resolutinn was adopted, without a~ssen~n~" ~' ~ vote: <br /> <br />"A RESOLUTION CONCEPdqlNG TIlE ~.~m~ohlP B~,ID n~TAB~S~=.~NT OF P:,vPo~mD PL;d~NING DISTRICT <br />NU~FSER 20. <br /> <br /> Wt~REAS, the 1968 session of the Virginia General Assembly enacted the Virginia Area Development <br />^~+' and <br /> <br /> .~H~.=REAS, said Act provides for the estabtisFm~ent of certain "Planning Districts" which may choose sub- <br />sequently to become "Service Districts" providing governmental services to the p~Dlic; and <br /> <br /> ' ~ x~ i~o~olk, Vi%ginia, to consider <br /> WitEREAS, there will be a Public Hearing on April 23, 19o~, in the City of ~ -= <br />which political subdivisions should be included in proposed Planning District N~mber 20. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that thegCouncil of the City of Portsmouth endorses the proposal of the <br />Division of Stat~ Planning an Community Affairs whereby Planning District Number 20 would include the nine <br />political s~edivisionsaof the City ef Chesapeake, the City of Franktin~ Isle of Wight County, Nansemond <br />County, the City of Norfolk~ Southampton comnty, the City of Portsmouth, the City of Suffolk and the City of <br />Virginia Beach; be it further resolved that this Council favors the establishment of an entirely new agency <br />with new administrative planning machinery the organization and creation of which would be subject to the <br />approval of all nine political s~odivisions to be members thereof." <br /> <br /> <br />
