Anril 2~, 1969 <br /> <br />At a regular meeting of the City Council, held on April 25, 1969, there were present: <br /> <br />Jack P. Barnes, ~eor~e D. Eastes, James W. Holley, Bus-ell R. Johnson~ Isaac w King, R. trvine Smith, <br />RayMond Turner, A. P. Johnson, Jr., City Manager, and M. A. Keri), Jr., City ~ttorney <br /> <br />The meeting was~opened with prayer by Rev. Ira l~aters, pastor, Mt. Harmon Baptist Church. <br /> <br />The minutes of meeting held on April 8, 1969, ~ere~afl and approved, <br /> <br /> 69-117 - Dr. M. E. Alford, Superintendent of Schools, requested the Council to adopt a resolution <br />authorizing the School Board of the City of Portsmouth to construct the H0dges Man6r High School. <br /> <br /> Dr. Alford explained that this school is necessary in order that the School Board can comply with the order <br />of the United States District Court to disestablish the dual school system, and that it is necessary to make the <br />request at this time since the School Boa_~ must report its desegregation to the Court hy May 5, 1969. <br /> <br />On motion of Nr. Turner, the following resolution was adopted, with one dissenting vote, that of Dr. Holiey <br /> <br />"A RESOL~ION AUTHORIZING THE SGI00L BOARD OF ~{E CITY OF PORTSMOUTH TO CONSTRUCT TIIE HODGES <br />MANOR HiGH SCHOOL <br /> <br /> ~n~ construction of a new high school in the Hedges Manor area is essential to the <br /> !~EREAS, +'~ <br />establishment of the dual school system and constitutes a major element in Portsmouth's school desegrega- <br />tion plan; and <br /> <br /> ~n~REAS, it is necessary to build the said new high school as soon as possible ~n order to comply <br />with the decisions of the Federal Courts relative to these matters; and <br /> <br /> WHEREB£, the scnoo_ board of the City of Portsmouth is without funds at the present time to pro*eed <br />with the construction of said high school. <br /> <br /> ~'~ ...... ~ =' w[~ ~ ~ ~ y or Portsmouth, V~rg~nia~ that <br /> ~0~, TsERzrORE, BE IT ~UR~R REo0LFn~ by the Council of the C~t <br />the school board of the City~of Portsmout~ is authorixed to Proceed with the construction of a new high <br />school in the Hodtes Manor Rrea. <br /> <br /> BE IT FURTI!ER RESOLVED that this Body will do what is necessary to p~ovide the required construction <br />fur~ds when they are needed." <br /> <br />69-118 - The following public hearing on zoning petitions was held: <br /> <br />Petition Z 69-11 - Sweetbriar Development Corporation <br /> <br />Norman Olitsky, attorney, spoke for the application. <br /> <br /> Motion of 51.r. Smith to approve the following ordinance on first reading, was adopted, without dissenting <br />vote: <br /> <br />"ZONING NiE~=!,;ENT ORDINYJtCE Z 69-i1" <br /> <br />Petition Z 69-12 - Benevolent and Protective Order of Elks No. 82 <br /> <br />R. R. Barber spoke for the p~%ition. <br /> <br />On motion of Mr. Eastes, the following ordinance was approved on first reading, without dissenting vote: <br /> <br />"ZONING A~END~.IENT ORDINYl~CE Z 69-12" <br /> <br />Petition Z 69-13 - John-Del Motel Corp. and Lin-Bud Corp. <br /> <br /> Motion of Mr. Johnson to concur in the recommendation of the Planning Commission to disapprove the <br /> Wl~hOUt · ' <br />application was adopted, '~ dissenting vo~e. <br /> <br />Use Permit 69-6 - Petition of Attorney Norman Olitsky, representing Justgold Properties <br /> <br />Mr. 01itsky spoke. <br /> <br />On motion of Mr. Smith, the following resolution was adopted, without dissenting vote: <br /> <br />"A RESOLbYINN GRANTING A USE PEF~4IT FOR THE '~ <br /> ,~P~ia~ _oN OF <br />AIRLINE BOULEVARD~ UP 69-6 <br /> <br /> ~;HER~AS, Justgold Properties has made an application pursuant, to Section 4-2 of the ZonL,g <br />of the City of Portsmouth, 1961, for the granting of a use permit as hereinafter described; and <br /> <br /> i%~EREAS, the applicant, the Planning Director and the City Manager have done all things required to <br />be done in connection with said application, and the Planning Commission has recommended the =~- ' <br /> ~=ntlng of <br />said use permit, 'subject to the conditions hereinafters~atea.+ ~ <br /> <br />NOW, T~EREFORE, BE IT RESOLVED By the Council of the City of Portsmouth, Virginia; <br /> <br />That the uae for which the use permit hereinafter described is sought (1] will not <br />adversely affect the health or safety of persons residing or working in the neigh- <br />hood of the proposed use, (2) will not be detrimental to the public welfare or <br />injurious to property or improvements in the neighborhood, and (S) will be in accord <br />with the purposes of said Zoning Ordinance. <br /> <br /> <br />
