<br />At a regular meeting of the City Council held on May 13, 1969, there were present:

<br />The following reports from the City Manager were read:

<br /> 69-156 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />$7,000 for the operation of the Boy's Club on Middle Street through the current fiscalyear.
<br />provided in the 1969-70 budget for the operation of the Boy's Club for the next fiscal year.
<br />

<br />has been acquired by the Authority in connection with the Crawford Urban Renewal Project. The City cai1 operate

<br />molished as it is in the right-of-way."

<br />On motion of Mr. King, the following ordinance was ~lMproved on first read~no,' ~, without ,dissenting vote:

<br />"AN ORDINANCE TO APPROPRIATE $7,000 FROM THE GENERAL FUND FOR THE OPERATION OF THE BOYS~ CLUB ON
<br />MIDDLE STREET FOR THE REMAINDER OF THIS FISCAL YEAR."
<br />
<br /> 69-137 - "I submit the attached ordinance and recommend it be placed on first reading. ~nis appropriates
<br />$171,167 for improvements to the old Armory for a nei~orhood facility center. This is the amount of funds
<br />that will be received from the Federal Government for the improvements to this building. The City will not
<br />have to put any cash funds in this project unless the cost ~f improvements exceed the above figure. The con-
<br />tribution of the building towards this project constitutes the City's cost.
<br />
<br /> Plans for the construction must be submitted to the Department of Housing and Urban Development by May 31,
<br />and bids received for these improvements by the end of June."
<br />
<br />On motion of Mr. Smith, the following ordinancewas approved on first reading, without dissenting vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $171,167.O0 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE
<br />RENOVATION OF THE OLD ARMORY AS A NEIGHBOPJIOOD FACILITY."
<br />
<br /> 69-138 - "I submit the attached ordinance and recommend it be placed on first reading. T~is appropriates
<br />$374,048.20 for the construction of a fransmission line along Route 337 from the Seaboard Coast Line Tracks
<br />where it czmsses Route $37 to the City Limits at the Hodges Ferry Bridge. This is a part of our improvement
<br />program in the Water Department which is being financed 50% by the Federal Government.
<br />
<br /> Bids were received on May 1, 1969, for the construction of this water main, and the following bids were
<br />received:
<br />
<br />A. G. Pinkston Company, Inc.
<br />PortsmoUth, Virginia
<br />
<br />$374,048.20
<br />
<br />A. Stuart Bolling Company, Inc.
<br />Portsmouth, Virginia
<br />
<br />$412,294.80
<br />
<br />Since A. G. Pinkston Company is the low bidder, I recommend the contract be awarded to this firm."
<br />
<br />On motion of Mr. Smith, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br />"AN ORDINACH TO APPROPRIATE $374,048.20 FROM THE UTILITY FUND FOR THE CONSTRUCTION OF A
<br />WATER MAIN ALONG ROUTE 337."
<br />
<br /> On motion of Mr. Smith the contract was awarded to A. G. Pinkston Company, the low bidder, 'w~thout dis-
<br />senting vote.
<br />
<br /> 69-139 - "I submit the attached ordinance and recommend it be placed on first reading. This chan~es the
<br />name of a portion of Carver Circle that lies north of Interstate 264. This section of ~arver Circle ~hs;:cut~o£f
<br />£ro~tk6 remainder of Carver Circle by the construction of Interstate 264 and is now a separate street.
<br />
<br /> The Post Office Department has requested that this street be re-named and they have suggested the name of
<br />Choate Street."
<br />
<br />On motion of Mr. Turner, the fo.t4owing ordinance was approved on first reading, without dissenting vote:
<br />
<br />"AN ORDINANCE TO CH~qGE THE NA~ OF THAT PORTION OF CARVER CIRCLE LYING NORTH OF INTERSTATE
<br />264 TO CHOATE STREET."
<br />
<br /> 69-140 - "I submit the attached resolution and recommend its adoptmon.' This approves the plans for the
<br />Crawford Street Connector as presented at a public hearing held by the Highway Department. The approval of
<br />these plans by the City Council is required by the Highway Department."
<br />
<br />On ~otion of Mr. Eastes, the following resolution was adopted, without dissenting vote:
