<br />have made application to close the hereinafter described portions of Bart and Clifford Streets and ~melia
<br />Avenue and it appearing that notice of the application and request for the appointment of viewers was duly
<br />posted on May 28, 1969, on the bulletin board of the Court of Hustings for the City of Portsmouth, on the
<br />bulletin board of the Circuit Court of the City of Portsmouth, and on the.bulletin board of the Municipal
<br />Court of the City of Portsmouth.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that L. A. Clark,
<br />Loyed W. Gardner, Frank N. Bilisoly, Leo V. Schocklin and Millard G. Norman, be appointed viewers to view
<br />the hereinafter described portions of said streets and report to this coumcil in writing whether in their
<br />opinion any, and if any, what inconvenience would result from vacating and closing the following portions of
<br />the specified streets:

<br /> Winchester Drive.
<br />

<br />line on Elliott Avenue. Thi~ is a paper alley and attached hereto is a copy of the letter from the Planning
<br />Commission recommending its closure."

<br />"RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF ANdy IN HIGHLAND PARK
<br />
<br /> IfHEREAS, Frank H. Abernathy, Hester E. Abernathy, Paul M. Ford and LauraV. Ford have made application
<br />to vacate and close a certain alley, twelve and one-half feet in width, lying between the rear of Lots 18 and
<br />19, in Block "A~', as shown on the Plat of Highland Park, and the Western line of Lot 17 in said Block and ex-
<br />tending back from Baldwin Avenue in a northerly direction to the limits ofsaid Plat; and it appearing that
<br />notice of the application and request for the appointment of viewers was duly posted on May 28, 1969, on the
<br />bulleting board of the Court of Hustings for the City of Portsmouth, on the bulletin board of the Circuit Court
<br />of the City of Portsmouth, and.on the bulletin board of the M~micipal Court of the City of Portsmouth.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that C. F. Porter, Jr.,
<br />Ruth D. Trotman, John B. Phillips, Clyde W. Bradley and Ellis V. Thornton be appointed viewers to view the
<br />above described alley and report to this Council in writing whether in their opinion any, and if any, what in-
<br />convenience would result from vacating and closing said alley."

<br /> 69-184 - "I submit the attached ordinance and recommend it be placed on first reading. This amends the
<br />City Code bf addinga new section pertaining to the fees and compensation of the High Constable and his d~i~t~es
<br />and employees. This removes the High Constable's position from a fee basis and places it on a salary basis for
<br />the High ConstaSle and his employees. They will receive a salary.to be established by the City Cuuncil and all
<br />fees collected will be deposited in the treasury o~ the City of Portsmouth.
