Bidgood <br /> <br />Motion of Mr. Turner to disapprove the petition was adopted, without dissenting vote. <br /> <br />69-190 - The following letter from the Planning Director was read: <br /> <br /> "At its regular monthly meeting on June 3, 1969, the City Planning Commission resolved to reconnr~nd denia <br />of a petition by Paul Merritt for 58 units of multi-family rental housing on a 5.5 acre strip of land off Twin <br />Pines Road between the Twin Pines subdivision and Queenswood ~rive in the Merrifields subdivision. <br /> <br /> Technically speaking, the site planbeing reviewed proposed structures for which building permits could <br />not be issued for .lack of adequate setback. Primarily, however, the Commission reflected upon its con~e~; <br />tion of last year with this builder and the Merrifields CivicLeague concerning development of a buffer be- <br />tween modern suhur~hn development and a vestige of 19th Century agrarian residence which lacks water and <br />sanitary sewage service. At that time, all four parties [the hu~lder~,.the M~rrifields Civic League, municipal <br />officials, and area residents) were in agreement on desirability of a tier of "DUPLEX' houses which would be <br />owner-occupied and resemble closely single family houses being erected in Merrifields. <br /> <br /> Had the current plan been presented last year when zoning from R-150 to R-TS was accomplished, neither <br />the Planning Commission nor its Director wuuld have recommended adoption of the rezoning application." <br /> <br />following letter from the;Merrifields Civic League was read: <br /> <br /> "The 5~rrifields Civic League requests p~mission for its' spokesman Dr. D. B. Davis to address the <br />PortSmouth:City Council 'in reference to the Group }lousing Project petitioned by Paul Merritt." <br /> <br />J. S. Livesay, attorney, spoke f~r Mr, Merritt. <br /> <br /> David B. Davis, II, Legal Representative 6f the Merrifields Civic League, spoke for the League, opposing <br />the pr6ject. <br /> <br />Billy Henderson spoke. <br /> <br /> Motion of Mr. Johnson to approve the plan as presented and submitted for approval, subject to complying <br />with setback requirements, was adopted, without dissenting vote. <br /> <br />69-191 - The following letter from the Clerk of the Portsmouth School Board was read: <br /> <br />"This is to notify you that the terms of the following School Board members expire on ~uly 1, 1969. <br /> <br />Dr. M. A. Kise <br />Mr. Les Fry <br />Mrs. Bernard Rivin" <br /> <br />On motion of Mr. Smith, referred to a conference. <br /> <br />69-192 - The following letter from the Superintendent of Schools was read: <br /> <br /> "The School Board of the City of Portsmouth respectfully requests an appropriation of $246,378 to defray <br />the expenses of the expansion of the cafeteria and the cotmselling areas at I. C. Norcom High School. <br /> <br /> The increasing costs of construction continue to plague the School Board. The board delayed the accept- <br />anco of the low bid submitted by Robert R. Marquis, Inc., until they could make an analysis of the bids. <br /> <br /> In the analysis, the Building and Sites Committee assisted by the architects reviewed the data and con- <br />cluded that they should accept the low bid. As indicated earlier, the expansion of the cafeteria and counsell~ <br />ing facilities at.I.C. Norcom is mandatory in order to accommodate adequately the student body." <br /> <br /> The City Manager stated that the Portsmouth Bond Commission will meet next week and make a recommendation <br />to the Council, since the City can not finance construction at this time because of the present rate of <br />interest on borrowed money. <br /> <br /> Motion of Mr. Holley that, in view of the information given by the City Manager, a decision on this <br />matter be delayed, was adopted, without dissenting vote. <br /> <br /> 69-195 - Motion of ~4r. Holley that the City Attorney investigate placing signs for the protection of thos. <br />who swim in unsafe places within the City, was adopted, without dissenting vote. <br /> <br /> <br />
