<br /> 69-209 - The following letter from Mrs. Selene M. Gray was read:

<br /> "I am a fireman's wife. Have you ever tried to feed and provide for a family of five (three children,
<br /> two in high school) on less than $7,000. per year? This is gross pay and after taxes and deductions is
<br /> cOnsiderably less.
<br />
<br /> To make matters worse, our city adopted a new hospitalization insurance plan approximately two years ago.
<br />This insurance with the Life of Virginia does not provide adequate insurance coverage, k~en a member of the
<br />family is hospitalized or has to have out-patient care such as X-rays, etc., we are faced with large medical
<br />bills which were covered under the Blue Cross program.
<br />
<br /> I'm sure the City Council has a real problem with the budget. But, I have a real problem with my budget
<br />too and I think one of the first considerations of the council when planning the budget is a living wage for
<br />the city's firemen and policemen taking ~nto consideration the rise in the cost of living."
<br />
<br /> Motion of Mr. Turner to receive as information was adopted, without dissenting vote.
<br />
<br /> 69-210 - The following resolution was presented, and on motion of Mr. Jc~nson,was unanimously adopted:
<br />
<br /> "A RESOLUTION C0~4BNDING CHARLES L. CAIN FOR HIS SERVICES TO THE CITY OF PORTSMOUTH AS
<br /> HIGH CONSTABLE
<br />
<br /> ~EREAS, Charles L. Cain will retire as High Constable for the City of Portsmouth at the end of
<br />~his month; and
<br />
<br /> ~REAS, the said Charles L. Cain has devoted more than nineteen years of his life to the service of
<br />this community as High Constable; and
<br />
<br /> ~EREAS, he has made a notable contribution to the efficient administration of justice during his
<br />tenure tenure in office.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Vir~nia, that the appreciation
<br />of the citizens of this City for the long and faithful service rendered by Charles L. Cain to this City and
<br />.to his f~llow citizens be expressed and conveyed to him.
<br />
<br /> BE IT FURTHER RBSOLVHD that a copy of this resolution be presented to the said Charles L. Cain as a
<br /> toke of the esteem in which he is held by the people of this City."

<br /> 69-211 - The following letter from Mrs. ~Vauneida C. Hatcher was read:
<br />
<br /> "As a tax paying citizen and life resident of the city of Portsmouth, I feel justified in bringing to the
<br /> attention of the City Counsel an injustice rendered me on June 8, 1969 approx. 7:48 on the Portsmouth Blvd. at
<br /> the 4th Street Navy Yard gate, by the traffic division of the city of Portsmouth.
<br />
<br /> On the side of the blvd. are posted signs: NO STOPPING, PARKING 8~ STANDING.
<br />
<br /> At the intersection of Portsmouth Blvd. and 4th Street Navy Yard gate there was a traffic officer directing
<br />traffic, at which time the east moving traffic had to yield to the south moving traffic entering the Navy Yard
<br />gate. On the specific date given, I was involved in the traffic moving east when the officer held the traffic
<br />up for the south moving traffic to enter the yard.
<br />
<br /> The traffic was stopped by the officer and was lined up when I allowed my boy and another youth to leave
<br />the car to enter the yard. After being directed to drive off by the officer directing traffic, I was stopped
<br />by an officer on a motorcycle, that stated I was not to let anyone out and wrOte me a traffic ticket for the
<br />violation of blocking twaffic on a city street, which was not the case at all.
<br />
<br /> I feel that. a posted sign stating such should be so effected as to inform and protect the citizens, and
<br />not take the advantage of them. This, giving a traffic offence record uncalled for.
<br />
<br /> If I had committe~ a traffic offence, I would be justified in paying a fine, but why take the advantage of
<br />a law abiding citizen?',
<br />
<br /> On motinn of Mr. Smith, referred to the City Manager.

<br /> 69-212 - On motion of Mr. Holley rules were suspended to give Capt. R. S. Alexander an opportunity to
<br />Speak.
