Section 1. 1~at the construction of a sidewalk along the west side of the 2400 block of Piedmont Avenue,
<br />Lots 12 through 19 inclusive of Block No. 37, where standard sidewalks do not now exist, is hereby authorized.

<br /> Section 2. That the cost of constructing said sidewalk, when the same she/1 have been ascertained shall
<br />be apportioned by the City Assessor between the City of Portsmouth and the abutting land,.reefs, and assessed
<br />against said abutting landowners, as provided by law.
<br />
<br /> Section 3. That the City Clerk shall forthwith cause to be recorded an abstract of this resolution, to-
<br />gether with a statement show~ng the ownership and location of the property to be affected by the proposed
<br />sidewalk and tile estimated amount that will be assessed against each abutting landowner in accordance with the
<br />statement thereof on file in her office."

<br /> ~9-223 - "At the last meeting of City Council, I submitted a proposed budget for the Portsmouth Community
<br />Mental Services Board for the funding of ~4ental Health and Mental Retardation Programs for the fiscal years
<br />1971-72.

<br /> 69-224~- "I submit the attached agreement and recommend the proper City officials be authorized to sign.
<br />This agreement is between the Virginia Holding Corporation, the City of Norfolk, and the City of Portsmouth,
<br />and it covers the installation of utilities and railroad crossings on Coast Guard Boulevard. This is the new
<br />access road to the new Coast Guard Base at Craney Island. The street is being constructed by the City of Norfol]
<br />in accordance with an ~agreement between the U. S. Coast Guard and the City of Norfolk."

<br /> On motion of Mr. Turner, the F~pper city officials were authorized to sign the agreement, without dissentin
<br />vote.
<br />
<br /> 69-225 - "You referred to me for investigation and report at the June 24 meeting a complaint by Mrs.
<br />Wauneida C. Hatcher concerning a traffic summons she received June 8.
<br />
<br /> At my direction, the Police Department checked with the motorcycle officer involved, and concluded he had
<br />not acted improperly.
<br />
<br /> Portsmouth Boulevard and Fourth Street is one of the City's busiest intersections during peak Naval Ship-
<br />yard traffic. Complaints had been received that workers were reporting late because o~drivers stopping,
<br />parking or standing to let passengers off. Drivers also were forced to change lanes because of the situation.
<br />
<br /> It became necessary to place signs August 10, 1967, on the south side of the 400 Block of Portsmouth
<br />Boulevard, notifying drivers that no parking, stopping or standing would be permitted. After a warning period,
<br />the Police began issuing summons.
<br />
<br /> The patrolman issuing the summons reported that traffic was moving June 8 under direction of a traffic
<br />patrolman on duty, when he observed Mrs. Hatchet's car stopped in the far right lane on Portsmouth Boulevard
<br />and two passengers .leaving the car. Two vehicles had to pull out behind her to pass, he said.
<br />
<br /> Mrs. Hatcher then reportedly pulled out into the far left lane and made a left turn onto Fourth Street.
<br />She was stopped. The patroman said he asked her if she had seen the signs and she replied, "I wasn't standing."
<br />
<br /> 'Mrs. Hatcher admitted in her letter to the Council that the no stopping, parking or standing signs were
<br />posted. Apparently, since passengers were leaving her vehicle at the time traffic was ordered to move, she was
<br />unable to do so.
<br />
<br /> Under the circumstances, I do not believe the patroman could have done otherwise than issue the traffic
<br />ticket."
<br />
<br /> Motion of Mr. Holley that aecopy of the Manager's report besent to Mrs. Hatcher, was adopted, without
<br />dissening vote.

<br /> 69-171 - The following ordinance, approved on first reading at last meeting, was taken up and read:
