Hatcher concerning a traffic summons she received June 8.

At my direction, the Police Department checked with the motorcycle officer involved, and concluded he had
not acted improperly.

Portsmouth Boulevard and Fourth Street is one of the City's busiest intersections during peak Naval Ship-
yard traffic. Complaints had been received that workers were reporting late because o~drivers stopping,
parking or standing to let passengers off. Drivers also were forced to change lanes because of the situation.

It became necessary to place signs August 10, 1967, on the south side of the 400 Block of Portsmouth
Boulevard, notifying drivers that no parking, stopping or standing would be permitted. After a warning period,
the Police began issuing summons.

The patrolman issuing the summons reported that traffic was moving June 8 under direction of a traffic
patrolman on duty, when he observed Mrs. Hatchet's car stopped in the far right lane on Portsmouth Boulevard
and two passengers .leaving the car. Two vehicles had to pull out behind her to pass, he said.

Mrs. Hatcher then reportedly pulled out into the far left lane and made a left turn onto Fourth Street.
She was stopped. The patroman said he asked her if she had seen the signs and she replied, "I wasn't standing."

'Mrs. Hatcher admitted in her letter to the Council that the no stopping, parking or standing signs were
posted. Apparently, since passengers were leaving her vehicle at the time traffic was ordered to move, she was
unable to do so.

Under the circumstances, I do not believe the patroman could have done otherwise than issue the traffic
ticket."

Motion of Mr. Holley that aecopy of the Manager's report besent to Mrs. Hatcher, was adopted, without
dissening vote.

- UNFINISHED BUSINESS

69-171 - The following ordinance, approved on first reading at last meeting, was taken up and read:

"~ ORDIN~NCE TO AMEND SECTION 10-109 OF THE CODB OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961,
INCREASING THE TAX ON THE SALB OF CIGARETTES.,

Mo~i~ of Mr. Smith to adopt the ordinance.

Motion of Mr. Turner, to amend the ordinance to read "seven cents" and to become effective on August 1,
1969, was adopted, without dissenting vote.
