At a regular meeting of the City Council, keld on August 12, 1969, there were present:

<br /> A. P.Johnson, Jr., City Manager, and ~4. A. Korb, Jr,, City Attorney.
<br /> The meeting was opened with prayer by 5Ir. King. '
<br /> ~tinutes of the regular meeting of July 22, 1969 were read and approved.

<br /> The following reports from the City Manager were read:
<br /> 69-249 - "I su~mit the attached resolution and recommend its adoption. This authorizes the changing of
<br />the regular Council meeting of September 25, 1969, to September 50, 1969.
<br /> The change of this meeting date is necessary as the Virginia .League of Municipalities will be holding its
<br />annual conference in Williamsburg, Virginia, from September 21 - 25, 1969."

<br /> On motion of Mr. King, the following resolution was unanimously adopted:
<br /> "RESOLUTION CHANGING THE REGULAR MEETING OF THE CITY COUNCIL FR05~. SEPTEMBER 25, 1969, TO
<br /> SEPTEMBER $0, 1969, .TO AVOID CONFLICTING }?ITN THE ANNUAL MEETING OF THE VIRGINIA MUNICIPAL ~

<br /> %~iEREAS, a regular meeting of the Portsmouth City Council is scheduled for Tuesday, September 25,
<br />1969; and
<br /> WHEREAS, the Virginia Municipal League will be holding its annual session during the period of September
<br />21-25, 1969; and
<br /> WHEREAS, it is in the best interest of the city that the members of the council be able to attend and
<br />participate in the proceedings of the annual sessiOn of the Virginia 5~anicipal League.
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that its regular
<br />meeting scheduled for September 25, 1969, be and, the same hereby is, changed to September 50. 1969, to avoid
<br />conflicting with the annual session of the Virginia Mtmicipal League."

<br /> 69-25@ - "I submit the attached ordinance and recommend it be placed on first reading. This appropriates
<br /> $244,560 as part of the City's cash contribution on North$ide No. 1 Urban Renewal Project.
<br /> While this appropriation calls for $244,560, we have previously paid $122,279 of this, making our payment
<br /> due in September of this year $122,278. We had not previously appropriated funds for the second payment, The
<br /> payment due in September iwll be the third cash payment on this subject."

<br /> On motion of Mr. Smith the following ordinance was approved on first reading, without dissenting vote:

<br />"AN ORDINANCE TO APPROPRIATE $244,560.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR
<br />PART PAYbiENT ON THE NORTHSIDB URBAN RENEWAL PROJECT VA. R-59."

<br /> 69-251 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />the Assistant Director of Finance to sign checks for the City.

<br />This will allow for two of the following three positions in the City to sign checks:

<br />City Auditor
<br />AssiStant Director of Finance
<br />City Manager
<br />
<br /> We have been experiencing some difficulty recently because as it now stands there is no one to sign in
<br />the absence of the City Manager, nor in the absence of the Assistant City Auditor. The adoption of this
<br />ordinance will give us more flexibility in the signing of City checks. This does not eliminate the require-
<br />ment of the City Treasurer to sign City checks."

<br />On motion of Mr. Smith, the following ordinance was approved on first reading, without dissenting vote:

<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY ~MENDING SECTIONS
<br />· 10-7 AND 10-9 THEREOF AUTHORIZING THE DIRBCTOR OF FINANCE TO SIGN CHECKS OF THE CITY, AND BY
<br />ADDING THERB?~ A NEW SECTION NUMBERED 10-24.1, sETTING FORTH THE POWERS OF THE ASSISTANT DIRBCTOR
<br />OF FINANCE."

<br /> 69-252 - "I submit the attad~ed report from the State Department of Agriculture and Commerce pertaining
<br />to the inspection of weights and measures in the City of Portsmuuth for fiscal year 1968-69."
