September 25, 2001 <br /> <br />01 - 277 - Adoption of a motion to transfer $360,000 from the Grants Contingency <br />Account to support the State Incentive Grant Program. <br /> <br />This program allows the Portsmouth Interagency Network's Prevention Work <br />Group to fund several comprehensive prevention services. No match is required. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $360,000 from the Grants Contingency Account to <br />support the State Incentive Grant Program. <br /> <br />Purpose and Need: <br /> <br />· The Governor's Office on Substance Abuse Prevention has made available <br />$360,000 in funds to provide this program locally. <br /> <br />· The State Incentive Grant Program allows the Portsmouth Interagency Network's <br />Prevention Work Group to fund comprehensive prevention services that include a social <br />skills development program in four-year-old classrooms, an associated parent education <br />program, an update of community resources, sponsorship of upcoming NEAT Summits, <br />and training to retail clerks on the proper procedures for alcohol sales. <br /> <br />Financial Impact: <br /> <br />· There is no match requirement. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to transfer $360,000 from <br />the Grants Contingency Account to support the State Incentive Grant Program, and was <br />adopted by the following vote: <br /> <br />Ayes: <br />Nays: <br /> <br />Benn, Griffin, Moody, Pitts, Whitehurst, Holley <br />None <br /> <br />01 - 278 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />- New Business - <br /> <br />01 - 279 - Items Submitted by Council Members <br /> <br />Councilman Whitehurst spoke on a contract signing at Zion Baptist Church and on <br />citizens registering to vote. <br /> <br />Vice Mayor Griffin spoke on heroes of the Police Department, Fire Department and <br />Emergency Medical Services. <br /> <br />01 - 280 - Non-Agenda Speakers <br /> <br />1. J. Brewer Moore, 4415 County Street, spoke on Portsmouth under five flags. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to waive the rules of <br />order to allow Mr. Morris to complete his remarks, and was adopted by unanimous vote. <br /> <br />2. M. H. Morris, 1503 Hodges Ferry Road, spoke on the History Commission. <br /> <br />3. Ed Mizelle, 4306 Manchester Lane, spoke on Communications with City Officials. <br /> <br />4. Dan Evans, 1130 High Street, spoke on the History Commission. <br /> <br />5. Percy Brown, 1423 Lincoln Street, spoke on attitude. <br /> <br />6. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on Middle Street Mall. <br /> <br />7. Lloyd Beazley, 3186 Reese Drive, spoke in support for the firefighters going to <br /> provide assistance in New York City. <br /> <br /> <br />
