At a regular meeting of the City Council, held on September 30, 1969, there were present: <br /> <br /> Jack P. Barnes~ James W. Holley, Burrell R. Johnson~ Isaac W. King, R. Irvine Smith~ Raymond Turner, <br /> A. P. Johnson, Jr.~ City Manager, M. A. Korb,.Jr.~ City Attorney and R. D. Ottavio, City Auditor. <br /> <br /> The meeting was opened with prayer by Rev. T. M. Frye~ pastor, Biltmore Baptist Church. <br /> <br /> The Mayor presented an award from the Governor's Highway Safety Division to members of the Police and <br /> Traffic Engineering Departments, naming Portsmouth as the most outstanding city in the State in pedestrian <br /> safety. <br /> <br /> Minutes of regular meeting held on September 9, 1969 were read and approved. <br /> <br /> 69-288 - The following public hearing on zoning was held: <br /> <br /> Petition Z 69-25 - H. L. Trotman and C. D. Freeman, Jr. <br /> <br /> Sed Bradbury with Baldwin and Gregg spoke. <br /> <br /> On motion of Mr. Johnson, the following ordinance was approved on first reading~ without dissenting vote: <br /> "ZONING A~NDMENT ORDINANCE Z 69-25" <br /> <br /> Petit.ion Z 69-28 - Portsmouth Caristian Servicemen's Center. <br /> <br /> Attorney Robert Babb spoke. <br /> <br /> Motion of 5~.
