At a regular meeting of the City Council, held on September 30, 1969, there were present: Jack P. Barnes~ James W. Holley, Burrell R. Johnson~ Isaac W. King, R. Irvine Smith~ Raymond Turner, A. P. Johnson, Jr.~ City Manager, M. A. Korb,.Jr.~ City Attorney and R. D. Ottavio, City Auditor. The meeting was opened with prayer by Rev. T. M. Frye~ pastor, Biltmore Baptist Church. The Mayor presented an award from the Governor's Highway Safety Division to members of the Police and Traffic Engineering Departments, naming Portsmouth as the most outstanding city in the State in pedestrian safety. Minutes of regular meeting held on September 9, 1969 were read and approved. 69-288 - The following public hearing on zoning was held: Petition Z 69-25 - H. L. Trotman and C. D. Freeman, Jr. Sed Bradbury with Baldwin and Gregg spoke. On motion of Mr. Johnson, the following ordinance was approved on first reading~ without dissenting vote: "ZONING A~NDMENT ORDINANCE Z 69-25" Petit.ion Z 69-28 - Portsmouth Caristian Servicemen's Center. Attorney Robert Babb spoke. Motion of 5~. Turner to concur in the recommendation of the Planning Com3n. ission to disapprove the application, was adopted, with one dissenting vote - Mr. Holley. Petition Z 69-29 - City of Portsmouth and Portsmouth Redevelopment and Housing Authority. No one spoke in regard to the application. On motion of Mr. Smith, the following ordiaance was approved on first reading, without dissenting vote: "ZONING AMENDMENT ORDINANCE Z 69-29" Z 69-29A - To consider a technical amendment of the text of the Zonin~ Ordinance, Sections 3-16 and 5-5 (c) - Off Street Automobile Parking On motion of Mr. Johnson, referred to the City Attorney for the drafting of a proper ordinance. Petition Z 69-30 - City of Portsmouth and the Portsmouth Redevelopment and Housing Authority. No Dne spoke in regard to the application. On motion of Mr. Smith, the following ordinance, was ~Dproved on first reading, without dissenting vote: "ZONING A~.~NDMENT ORDINANCE Z 69-30" Petition Z 69-31 - City of Portsmouth and the Portsmouth RedeNelopment and Housing Authority. No one spoke in regard to the application. On motion of Mr. Holley, the following ordinance was approved on first reading~ without dissenting vote: "ZONING AMENDMENT ORDINANCE Z 69-31" Petition Z 69-33 - City of Portsmouth and the Portsmouth Redevelopment and Housing .Authority. No one spoke in regard to the application. On motion of Mr. King, the following ordinance was approved on first reading, without dissenting vote: "ZONING A~MND~NT ORDINANCE Z 69-33" Petition Z 69-34 - City of Portsmouth and the Portsmouth Redevelopment and Housing Authority. No one spoke in regard to the application. On motion of Mr. Smith~ the followingoordinance was approved on first reading, without dissenting vote: "ZONING A~,~ND~NT ORDINANCE Z 69-34" P~.tition Z 69-35 - City of Portsmouth. No one spoke in regard to the application. On motion of Mr. Johnson, the following ordinance was approved on first reading, with one dissenting vote - Mr. Holley: "ZONING A~,~NDMENT ORDINANCE Z 69-$5"
