November 11. 1969 The County Planning Commission for Nansemond County is to meet at 2:00 P.M. on November 18 to consider tile application for the rezoning of property upon whicJn C~aristian Broadcasting Station is proposing to erect a 1049' tower. Since there is plenty of space available within the area recommended by the Director of Aeronautics for the State Corporation Commission that would not constitute a hazard to operations from Ports- mouth's only airport we hope that the council will pass a resolution stating their opposition to the proposed location." The following spoke: Mr. B. Wi~tig ~r. F. Van Sumner Dr. Bill Purser On motion of Mr. Holley, the following resolution was adopted, without dissenting vote: "Whereas, it has come to the attention of the Portsmouth City Council that application has been made to the Nansemond County .Board of Supervisors for construction of another television ~ower in the Shoulders Hill section of Nansemond County; ',~.1~eareas, the construction of said tower at the location now requested by the erecting television station will constitute an additional hazard to the aircraft using the Chesapeake-Portsmouth Airport and/or will increase an already hazardous situation catmed by existing television and/or radiottowers; ?~ereas, the Chesapeake-Portsmouth Airport is the source of recreation to the citizens of Chesapeake, Portsmouth and Nansemond County as well as a growing area-wide industry. Now therefore, be it resolved that the City Council of the City of Portsmouth strongly opposes the construction of any television and/or radio tm~er closer:to the Chesapeake-Portsmouth ,Airport %ban the already existing tm~ers and respectfully request that the Board of Supervisors of Nansemond County consider this resolution when deciding whe~her or not to grant any permits for the erection of television and/or radio tower or tm~ers closer to the ChesFpeake-Portsmouth Airport than the al- ready existing television and/or radio towers." 69-367 - The Mayor announced that he had received a letter from the Governor of Virginia in answer to his letter requesting that Portsmouth be chosen asa~ilot project by the State Division of Planning and Community Affairs. Motion of ,)~{r. Smith that the following letter be made a part of the Council record w~ adopted, without dissenting vote: "Your request ~f October Slat on behalf of the City of Portsmouth has been discussed with the Director of the Division of Planning and ComJnunity Affairs and t am pleased to report that your request is approved, with certain limitations which the Planning Dire<ctor will define in further communication with you. It is our ~elief and hope that the pilot study in the City ~of Portsmouth will produce information of great value to other urban communities of Virginia." 69-368 - Motion of Mr. Holley that the newly crowned Junior Miss for ~97~ be presented a resolution at the next Council meeting, in recognition of this honor, was adopted without dissenting vote. 69-369 - Motion'of Mr. Johnson that a resolution be presented to Chandler Hayl~er at the next meeting of the Council~r~cognizing his selection to the "Golf Hall of Fame" was adopted, with two dissenting votes - Holley &nd T~ler. 69~370 - Motion of Mr. Tumler that, for health and safety reasons, the condition of water standing at Bunche Boulevard and Taft Drive be eliminated. Motion of Mr. Holley to amend the'motion by adding that all taxes on the home o~ers dire~ctly affected be waived until th~ problem is eliminated~ :~S~, 'de~e,a'ted. i ' ~ ' > Substitute motion of Mr. Eastes to refer to a conference was adopted with two dissenting votes - Holley and Turner.
