November 11. 1969 <br /> <br />69-20 - Motion of Mr. Eastes to go into the election of me,bets to the Recreation Advisory- Board was adopted. <br /> Mr. Johnson nominated John R. Connell and George Minor, Jr. <br /> On motion of Mr. Eastes, nominations were closed. <br /> <br /> Vote being taken, Mr. Corm. ell and Mr. '~' ~ <br /> >~no~ were elected members of the Recreation:Advisory Board, for a <br />term of three years each, without dissenting vote. <br /> <br />NEW BUSINESS - <br /> <br /> 69-564 - Applications from the following for the position of Justice of the Peace were presented, and on <br />motion of Mr. TUrner ;.;ere received to be filed with similar applications: <br /> <br />Carroll R. Doxey, Lillian C. Westbrook, Ja~es B. Pague, Sr., William B. Murden, Arthur N. Taylor, <br />A. G. Meginley. <br /> <br />69-565 - The following letter from the D~rector of P!a_nning was read: <br /> <br /> "At its re~ular monthly meeting on November 4, 1969, ~he City Planning Commission reviewed and oublicly <br />acted upon the following street closure applications. All seven segments are of a "p~oer only" nature, ~nd <br />their closure would in no way have any adverse effect upon proper development of our city. The Cormmission re- <br />solved to recommend approval of all seven requests. <br /> <br /> S-69-9 Petition of Ivan G. Fisk and W. T. Stowe, by Attorney Raymond H. Strople to vacate that portion <br />of Bart Street, west of Westmoreland Avenue, snbject to retention of drainage 8~d ~tility easements. <br /> <br /> S-69-10 Petition of B. M. mud Ruth F. S~nwetz and Howard B. Wilkins, by Attorney J. S. Lives ay, Jr., to <br />vacate t-~'~ roll,ring streets: <br /> <br />Railroad Avenue, from Turnpike Road to the northern terminus. <br /> <br />(2) Moton Street, from Romanesque Street to Railroad Avenue. <br /> <br />($) Markham Street, from Romanesque Street to :~its0n Street. <br /> <br />(4) ~nitson Street, from a point 110' south of Hickory Street to the southern terminus. <br /> <br />(S) McKinley Street, fromaa point 300' south of Vam ~/ke Street to the southern terminus. <br /> <br /> $-69-11 Petition of Agelina, Frmnk and Louis Eates, by Attorney H. Thomas Fennell, Jr., to vacate a 10' <br />alley beginning 212' northeast from the southeast corner of Deep Creek Boulevard mud the Norfolk and Portsmouth <br />Belt Line Railroad and running south 225'." <br /> <br />On motion of Mr. Smith, referred to the City Attorney. <br /> <br />69-366 - The following letter from F. Van Sumner was read: <br /> <br /> "We respectfully request to be placed on the City Council's meeting agenda Tuesday, Nove~oer 11, 1969 to <br />ask for a resolution from the City Council to support the representatives of the Cnesaoeale-Portsmouth ~nici- <br />pal Airport in opposing the location of a proposed television tramsmitting tower in Na~semond County adjacent <br />to ~he airport. <br /> <br /> The tower will be extremely hazardous to the ~' ' <br /> e~zstlng operations and will affect the future expansion of <br />the airport. <br /> <br /> The airport provides services for General Aviation plmnes that serve Po'rtsmouth, C~esape~e, Suffolk and <br />Nansemond County. <br /> <br /> Our opposition is to the proposed location ~of this tower. We do not oppose it being constructed at a <br />location where it would not interfere with the safe operations of our airport <br /> <br /> The Director of the Division of Aeronautics for the State Corporation Co~ission, Col. Willard G. Plentl, <br />strongly opposes this location. He and his staff are familiar with the airport, its past history, present use <br />and future plans. He has recon~mended an area of one square mile in which a~t future towers should be located. <br />This would be in keeping with the tower farm concept that the F.A.A. recommends. ~ <br /> <br /> %his airport is one of Portsmouth's finest assets. Corporate planes with passengers doing business in <br />Portsmouth use it daily. It is a refueling stop for planes enroute from northern cities to Florida. It truly <br />is a facility mnequaled on the Eastern Seaboagd for private and General Aviation:9operation~ and is growing at <br />a fast pace. <br /> <br /> Over one hundred airplanes are hmngared at this airoort, there are three flight schools, two maintenance <br />shops, an administration building, an excellent restaurant and complete refueling facilities for General <br />Aviation planes. <br /> <br /> The area in which this airport is located could someday be the answer to Tidewater's aviation requirements <br />provided however, its operations and growth are not stymied by the erection of this tower at ~qe ~roposed <br />location. <br /> <br /> We can provide the technical details and prove that this tower will be a hazard if afforded the opportunit <br />to be placed on the agenda. <br /> <br /> <br />
